SPECIFICATIONS AND INSTRUCTIONS TO BIDDERS

A. Malaria Consortium

Malaria Consortium is one of the world`s leading non-profit organisations dedicated to the comprehensive control of malaria and other communicable diseases in Africa and Southeast Asia. Malaria Consortium works with communities, government and non-government agencies, academic institutions, and local and international organisations, to ensure good evidence supports delivery of effective services, providing technical support for monitoring and evaluation of programmes and activities for evidence-based decision-making and strategic planning. The organisation works to improve not only the health of the individual, but also the capacity of national health systems, which helps relieve poverty and support improved economic prosperity. With funding from the Malaria Consortium Core - UK. Malaria Consortium Uganda office invites potential bidders for the supply of personal protective equipment. The selected vendor will deliver the items to Malaria Consortium Uganda Head Office.

B Administrative Information

1. It is the intent of this RFP to secure competitive proposals to select one or two service providers to provide personal protective equipment to Malaria Consortium, Uganda programme office- SMC Project as per specification indicated in attachment A and B of this RFP.

2. The resulting award from this RFP will establish a fixed price Framework Agreement (FWA) between the vendor and Malaria Consortium for a period of one (1) year and prices quoted will remain unchanged.

3. Vendors shall submit sealed bids and samples addressed to:

4. Bids must be received by Friday February 26th 2021 at 17:00 (5pm) accompanied with a sample (clearly marked)
for each item quoted by the bidder. Bidssubmitted after the deadline will NOT be accepted.
5. Questions must be sent by email to tenders@malariaconsortium.org with the following bid reference in the
subject: ‘‘MC-SMC-0003-PERSONAL PROTECTIVE EQUIPMENTS - Question-
6. Malaria Consortium shall notify the winning bidders in writing within seven working days of the bid opening.
Malaria Consortium is under no responsibility to release the identity or contract terms of the winning vendor.
7. The submitted proposal shall include the following information and specifications as outlined in section C and
B. Failure to supply all requested information or comply with the specified formats will disqualify the bidder
from consideration.
a. Signature to confirm compliance with Malaria Consortiums Policies (section F)
b. Copy of business registration documents (proof of legal operation in Uganda.
c. Technical Proposal with the following details
a. A description or pamphlet describing the distinct features of the PPEs quoted by the
Proposed supplier.
b. Current National Drug Authority certificate
c. Acceptance of the proposed payment terms
d. Manufacture-s Authorisation Certificate
e. Certificate of conformity/ Analysis(UNBS)
f. Verification certificate (NDA)
g. Availability and delivery timeline for the PPEs within three days after insurance order.
h. Completed Pricing proposal as in attachment A including any discount offered.
8. Malaria Consortium reserves the right to accept or reject any or all bids, and to accept the bid deemed to be
in the best interest of Malaria Consortium, and is not bound to accept the lowest priced bid submitted.
9. Malaria Consortium reserves the right to award contracts to multiple vendors if deemed to be in its best
interest.
10. The award criteria shall be based on the proposals overall response and “value for money” while taking into
consideration donor and internal requirements and regulations. The procurement committee of Malaria
Consortium employees will determine the award.
11. Prices quoted by the Bidder shall be firm and fixed during the Bidder-s performance of the Purchase Order and not
subject to variation on any account.

12. The successful vendor shall receive a Purchase order to delivery within one week after insurance of the order,
which can be extended upon agreement of both parties.
13. All proposals and/or quotes should be valid for a minimum of ninety (90) days.
14. The language for communications and required documents is English.

D Payment Terms
15. Malaria Consortium will make payment 30 days after presentation of signed waybills/Goods Received Notes
and invoice outlining any deductions for loss, damage or late delivery.
16. All payments shall be made in (Uganda shillings) by bank transfer within 30 days of receipt of valid
documentation
17. The evaluation criteria as outlined in section E will be used to evaluate bids.

18. For the proposal to be considered technically compliant, the proposer must achieve a minimum score of 50%.
Proposals, which do not meet the minimum score, will be given no further consideration. In addition, clarity
and completeness of presentation will be considered during the evaluation.
