The Government of Liberia has received a grant of US$46.5 million from the Global Agriculture and Food Security Program (GAFSP) and a loan of US$6.4 million from the African Development Fund (ADF) to finance the Smallholder Agriculture Productivity Enhancement and Commercialization (SAPEC) Project and intends to apply part of the proceeds of this grant to payments under the contract for Non-Consulting Services for the supply and installation of laboratory equipment and reagents. 1. The Program Management Unit (PMU), acting on behalf of the Ministry of Agriculture (MOA) requires the services of a Non-consulting firm/ Company/ Vendor to supply and install the afore-listed items at a designated location.

2. The Government of Liberia, represented by the Ministry of Agriculture, now invites eligible Non-consulting firm/ Company/ Vendor to indicate their interest in supplying and installing the required items as described above. Interested Non-consulting firm/ Company/ Vendor must provide information that they are suitably qualified to perform the services which will not be limited to the following:

A. Non-consulting Firm/ Company/ Vendor must show that they have been accredited by a reputable
organization/Government with not less than three years of having been established to perform the required services. B. The Non-Consulting firm/ Company/ Vendor shall demonstrate that it has provided similar goods proven in at least 2 past contracts as described above within the past 5 years with a proven track record.

Copies of past contracts are required upon submission.

3. Eligibility criteria: Establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the Procurement of Goods and Works” – July 2012 Edition, which is available on the Bank’s website at http://www.afdb.org. Interested Non-consulting Firm/ Company/ Vendor may obtain further information at the address below from Monday to Friday between 9:00 AM and 3:00 PM.

4. Expression of Interest must be delivered to the address below by 15:00 hours (local time) on 3rd February 2020.
