Tenders are invited for Provision of Liner Hanger and Float Equipment Supply & Service for NAOC JV Operations
The company requires the services of a specialized CONTRACTOR able to carry out the following services for the provision of Liner Hanger and Float Equipment for NAOC JV in land and swamp areas.

CONTRACTOR shall supply all equipment including consumables and spare parts, vehicles, qualified personnel, technical assistance and documentation necessary to carry out the running and setting of Liner Hanger, Tie-Back and Ancillary equipment as requested by COMPANY. The services shall include but not limited to:

• Preparation of detailed operative program based on the information provided by COMPANY;

• Running and setting of Liner Hangers Systems

• Running and setting of top Liner packers, Tie-Backs and associated equipment

For the execution of the service, the CONTRACTOR SHALL:

• Provide personnel, equipment and products necessary to plan and coordinate, supervise and perform the services

• Provide assistance and technical support to WELLSITE personnel;

• Provide technical interface to COMPANY;

• Supply the requested quantity and type of equipment and materials to perform the work

• Provide all the quantity control documents related with supplied, equipment and materials

• Provide a service base to support the foreseen operation

• Carry out, co-ordinate and move CONTRACTOR equipment and goods to and from the EMBARKATION POINT

• Maintain a comprehensive inventory of equipment required to successfully carry out the entire operations;

• Maintain, repair and calibrate all the EQUIPMENT according to a maintenance program as per CONTRACTOR QA/QC system. This maintenance program shall be available for COMPANY verification

• Maintain appropriate quality control on supplied products (also at WELLSITE)

• Provide all consumable and spare part equipment on a consignment basis;

• Prepare and submit the necessary detailed technical reports and other documentation as directed by COMPANY

• Provide reporting of operation as required by COMPANY

Failure to meet any of these requirements shall lead to outright disqualifications.

CONTRACTOR shall conform to ISO 9000 series International Standard. All the activities shall be carried out with minimum impact on the environment and maximum care of health and safety of all concerned directly or indirectly, with the activities.
Bidders are invited to express complete understanding, willingness and commitment to comply with the Nigerian Oil and Gas Industry Content Development (NOGICD) Act, 2010 and Insurance Act 2003.

Consequently, bidder-s submissions shall be evaluated strictly with the minimum evaluation criteria defined in the NOGICD Act.

The documentation for evaluation shall include but not limited to the following:

I. Only Nigerian Companies having equal or greater than 51% Nigerian Shareholding shall participate in this tender

II. Provide evidence of company Ownership Structure form CO2 and CO7, registration on NOGIC JQS and DPR certificate

III. Detailed description of the location of in-country committed facilities & infrastructure (Administrative/Technical offices, workshop, assembly area etc) in Nigeria to support this contract.

IV. Provide evidence of what percentage of your key management positions is held by Nigerian and what percentage of the total work force are Nigerians. Also, show overall percentage of work to be performed in Nigeria and those by Nigerian resources relative to total work volume

V. Bidders shall HAVE VALID category C NCEC and/or Cat 1, 2, or 3 construction and Movable (EC) NCEC and or valid category C NCEC demonstrating at least 50% ownership of downhole equipment and tools.

VI. Tenderer shall comply with latest approved version of NCDMB HCD guideline by committing (via a letter of undertaking) to providing project specific training, man-hour, budget, skill development and understudy plan for Nigerian personnel utilizing OGTAN registered trainer(s) or other approved NCDMB training institution(s)

NOTE: Non-compliance with Nigerian Content requirement is a FATAL FLAW.
