Expression of Interest for the Provision of Data Collection and Issuance of National Identification Services

The National Identity Management Commission (NIMC) was established with the mandate to (a) create, manage, operate and maintain a secure National Identity Database; (b) issue the National Identification Number (NIN) and a General Multipurpose Card (GMPC); (c) provide a platform for identity assertion and confirmation; (d) harmonise all existing databases in federal government agencies and (e) also partner with the public and private enterprises towards achieving its mandate.

The Commission is in the process of implementing the identity ecosystem approach for the Nigeria Digital Identity Project under the National Identity Management System (NIMS) in Nigeria. The Commission is desirous of partnering with interested competent and qualified public and/or private sector Service Providers including Federal, States, Local Government Administrations, Civil Society Organizations (NGOs) and Nigerian Representatives of Development Partners (NR-DP) etc. for the provision of Data Collection and Issuance of the National Identification Number (NIN) under the NIMS program.

2.0 REQUEST FOR EXPRESSIONS OF INTEREST (EOI)
Consequently, the Commission is hereby inviting interested and eligible companies including Start-Up companies (SUC), Small and Medium Enterprises (SMEs) Civil Society Organisations (CSOs), Non-Governmental Organisations (NGOs), and Nigerian Representatives of Development Partners (NR-DPs) with proven track record of successful performance in similar capacity to indicate their interest in the provision of Data Collection and Issuance of the National Identification Number (NIN).

3.0 CATEGORIES OF LICENSES
CATEGORY A- Public Institutions
Applicants in this category comprise of Federal, States and Local Government Agencies that seek to be licensed as “Enrolment Partner” status and have national, regional or Local Government geographical spread.

CATEGORY B-Private Partners
Applicants in this category comprise of Private Sector Companies including SUCs, SMEs, CSOs, NGOs or NR-DP that seek to be licensed as “Private-Partner” status and have national, regional, State or Local Government geographical spread or focused on specific group(s) with special needs.

4.0 ELIGIBILITY REQUIREMENTS
(1) To be prequalified, prospective Service Providers in the public sector are to provide:
(i) Profile of Board and Management staff;
(ii) Details of locations in all the six geopolitical zones where they have functional offices; and
(iii) Requirement under Item 2(iii),
(iv) Requirement in Items 2(iv)and (xvi)below (if applicable);
(2) For Service Providers in the Private Sector (Private Partners), they shall
provide evidence of the following verifiable evidence including but not limited to the following information:
(i) Certificate of Incorporation issued by the Corporate Affairs Commission;
(ii) Company Memorandum and Articles of Association whose object is to provide data collection services amongst others, including CAC Forms C02and C07;
(iii) National Identification Number (NIN) of Directors of the Company;
(iv) Company’s Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications (CPN);
(v) Evidence of Firm’s current registration with NITDA;
(vi) Copies of unabridged financial reports for the last three years 2015, 2016 and 2017;
(vii) Company’s Income Tax Clearance Certificate for the last three years 2015, 2016 and 2017, expiring on 31st December, 2018;
(viii) Copy of current Pension Compliance Certificate expiring on 31st December, 2018;
(ix) Evidence of Registration on the National Database of Federal Contractors, Suppliers and Service Providers by submission of Interim Registration Report expiring on 30th June, 2019 or valid Certificate issued by BPP;
(x) Copy of current Industrial Training Fund (ITF) Compliance Certificate expiring on 31st December, 2018;
(xi) Copy of Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate expiring on 31st December, 2018;
(xii) Verifiable evidence of compliance with Financial Reporting Council of Nigeria (FRCN) Act of 2011 (where applicable);
(xiii) Power of Attorney for company’s appointed representative;
(xiv) Sworn Affidavit:
• Disclosing whether or not any officer of the relevant committees of the National Identity Management Commission or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
• That neither the Company nor its director(s) is undergoing any form of receivership, insolvency or bankruptcy;
• Confirming that all the Directors of the company have not been convicted by any Court of Law;
(xv) Documentary evidence of at least three (3) similar jobs (IT/information security transactions, demographic and biometric data capture, data verification and authentication and related services) in emerging markets during the past five (5) years (at least one of which should be in the past three (3) years) by submission of Letter of Awards, Job Completion Certificate; and
(xvi) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (all the eligibility requirements are compulsory for each JV partner);
(xvii) All documents for submission must be transmitted with a Covering/ Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

SUCs, SMEs, CSOs, NGOs and NR-DPs with State or LGA geographical spread and the capacity to work alone shall apply under category B. However a SUC, SME, CSO, NGO and NR-DP may choose to be sub-licensees of any of the published licensed “Public/Private Partners”. In this case, they do not need a NIMC license to participate as a sub-licensee and should await the publication of the list of successful licensed Partners on completion of the selection. Companies requiring sub-licensing will not require a License from NIMC, they will be bound by the terms and conditions of the license of the principal licensee.

Failure to submit any of the listed documents may be sufficient grounds for disqualification.

Please note that the detailed Implementation Framework, Terms of Reference and Guidelines shall be issued to successful pre-qualified Service Providers prior to licensing and commencement of service.

5.0 SUBMISSION OF EOIS
Expressions of Interest from interested applicants must be submitted in five (5)
original copies with an electronic copy in a sealed envelope clearly marked
“EXPRESSION OF INTEREST (EOI) FOR THE PROVISION OF DATA
COLLECTION AND ISSUANCE OF NATIONAL IDENTIFICATION SERVICES-CATEGORY (………)”.
Applicants under Category “A” and “B” shall submit their application to NIMC Headquarters’ address provided below.
The applicant’s name and full address must be clearly written at the back of each envelope. The EOI should be addressed and delivered to the address below on or before 12:00 p.m., Tuesday 30 April, 2019.

6.0 OPENING OF EOIs

7.0 NOTES
Interested applicants are kindly requested to note that:
• Submission of EOIs shall be in English language only;
• Submission of EOIs through electronic media will not be considered;
• All person’s submitting applications (representative of applicant or courier company agent) shall undergo identity verification using their NIN at the point of submission;
• Successful applicants will be listed on the NIMC database for potential license;
• The inclusion in the NIMC database does not automatically guarantee issuance of a license; and
• Selection and licensing of successful Service Providers is subject to the completion and adoption of the eco- system business model, the availability and release of funds and the compliance of licensee’s requirement for data protection and privacy and the Cyber security standards to be adopted for the eco-system.
