Request for proposals (RFP) are invited for Provision of Consultancy Services to an End of Project Evaluation for Makerere University Joint Aids Program (MJAP).
Makerere University Joint AIDS Program (MJAP), is a Ugandan Private not-for-profit legal entity under the Makerere University School of Medicine (MUSOM), formerly called Makerere University Faculty of Medicine (MUFOM). MJAP emerged from Mulago-Mbarara Teaching Hospitals Joint AIDS Program which was established in 2004 under the Makerere University Faculty of Medicine, with funding from PEPFAR and technical assistance from the US Centres for Disease Control and Prevention (CDC).
MUFOM received a five year grant (2010 -2016) from CDC for a project which is being implemented by MJAP. The project's aim is to scale up comprehensive HIV/AIDS services in Mulago, Butabika and Mbarara University National Teaching and referral Hospitals, HC IVs, HC Ills and high volume HC lis and their catchment areas in Mbarara district. The project which commenced in October 2010 is scheduled for close-out on March 31", 2016. Following project closure, there will be an evaluation of the project.This end of project evaluation is a requirement by CDC to inform future program design and strategy.
Main objective
The main purpose of the evaluation is to assess the extent to which the project achieved its goals and objectives and draw lessons and recommendations to inform future similar projects.
Specific objectives
a.To assess the project achievements made, identify gaps and document lessons learnt in relation to the project outcomes and outputs
b.To assess the effectiveness of the programs and strategies implemented by the project in comparison with the set objectives
c.To assess the level of partnerships and collaborations, identify opportunities and challenges in implementation of MJAP programs
d.To determine the level of engagement of community linkages in service delivery for a Continuum of Response.
Interested bidders should submit a hard copy and electronic copy (CD) of technical and financial proposals ( 1 original and I copy) in two separate SEALED envelopes ( But all documents contained in one single large (A3) envelope), clearly marked; " RFP for provision of consultancy Services to an end of Project Evaluation for Makerere University Joint AIDS Program (MJAP)" to the address below not later than 11:30am on Friday July, 3rd 2 015.
