Terms of Reference - Provision of Consultancy Services on Communications and Media
1. Background:
Since 2008, Mines Advisory Group-s (MAG) mission to reduce the devastation and danger wrought by mines, unexploded bombs and illegal weapons proliferation in Somaliland has driven MAG-s work at the forefront of Arms Management and
Destruction (AMD).
2. Objective
As MAG moves to better match Somaliland-s National and State security agenda with its increased focus on impact to
communities, the following goals have been defined for a 1-year multimedia behavior change campaign on SALW safety:
enhance advocacy at all levels and promote safer communities (contributing to UN Sustainable Development Goal #16, Peace, justice and strong institutions); 2) strengthen partnerships to deepen community impact; and 3) support dialogue and discussion to improve SALW management, reducing the risk of the numbers of injuries and deaths.
3. Scope of work
Under this assignment, MAG is planning to hire a local consultancy firm that will develop a communication strategy aimed to increase awareness and knowledge on small arms and light weapons safe storage at the house hold level and registration process of proper ownership. Below are the expected outputs from the services;
Output 1: Production and Mentoring;
Creative content will be developed by the consultant firm. The scripts should show the integration of appropriate communications techniques where MAG will do a careful technical review and where a pre-testing with target audiences will be carried out before investing in full productions. The development of scripts will include intensive story harvesting around target issues from local communities, in order to ensure the media ‘rings true- with people-s experiences.
Output 2: Production of Radio Materials
Based on the scripts produced at output1, the consultancy firm will direct, record and finalize the production of 10 Radio dramas each, 10 minutes maximum, 5 radio spots and 20 Call in shows.
Output 3: Short PSA Videos.
A three 1-minute Public Services Announcement videos will be produced to highlight key messages around weapon management and registration.
Output 4: Print Materials.
Printed materials such as billboards, posters and short visual aids will be produced to assist MAG-s technical trainings.
Output 5: Broadcast:

10 Drama series episodes of each 10 minutes, 5 radio spots of each 1 minutes and 20 call-in shows, each 35 minutes long, will be broadcasted from Radio Hargeisa. Each Radio spot will be broadcasted for at least 3 months and each drama for at least 3 times and the call-in show for 3 times as well.
Output 6: Social Media.
Social media page is needed to promote the radio dramas, radio spots and call in shows.
The PSA videos will be distributed through the programme´s social media channels.
Output 7: Baseline and end line Surveys.
A baseline survey to assess existing levels of knowledge, attitudes and behaviors around weapon management and registration. In addition, an Edline survey will be conducted at the end of the programme to measure the impact of the programme. Depending on resources available, this can be conducted in-person or through a technical solution such as IVR. Story Harvesting Sessions. Based on the messages left on the IVR platform in the first phase, we will “collect” stories and experiences that will be valuable contribution to the stories and characters for the radio drama
Output 8: Technical capacity development of MAG communications Unit:
Provide guidance, technical advice and coaching to the communication unit, MAG facilitator and sub-recipients in the field
Reports and Timelines
The consultant Firm is expected to deliver the communications and media services as per this TOR for a period of nine (9) months from the date of contract signature, expected from April to Dec, 2021.
Rrequirements
Qualified Firms are required to submit the below documents;
Technical proposal that fully details the methodologies, techniques and methods of executing the scope of work mentioned in x by showing the firms knowledge and experience of SBCC to develop, design and use the SBCC tools. The proposal should not be more 8 pages maximum.
Detailed budget stipulating all-inclusive fees
