Expression of Interest are invited for Provision of Consultancy Services to Carry out a Hydrological Survey and Rapid Water Assessment for Local Economic Growth Support Project (LEGS)

The overall objective of the assignment is to support tho LEGS Project under Ministry ot Local Government, Republic of Uganda with expertise in hydrological survey and Rapid Water investigation through consultancy services to determine the most suitable water supply locations in selected ten (10) districts in Uganda; Alebtong, Bunyangabu. Kabarole, Kumi.Klbuku, Katakwi. Kyenjojo, Ntoroko, Gomba and Nakaseke.
The specific objective for the services to be provided under this consultancy will include:
• Provide background and general description of the project areas.
• Assess water availability and supply reliability.
• Assess the quality of available water for both domestic and irrigation purposes.
• Assess ground and surface-water resource trends, including forecasted changes in rainfall patterns in associated catchment areas, and any observable effects of climate change on water supplies
• Assess surface and underground hydrology of target catchments
• Assess annual water requirements (net seasonal consumptive use. estimated mean precipitation, effective stored moisture and net and gross irrigation requirements).
• Develop recommendations for improved management of water resources.
• Assess existing water rights as enshrined in the Water
Acl of the benefiting country.
• Assess field domestic-water and irrigation-water requirements, and demand by different users.
• Identify the implications of multiple users on given/ shared water resources
• Identify the implications of using transboundary water resources (where this is applicable)
• Conduct bathymetric surveys where dammed surface water supplies are involved.
• Determine min/ max water levels at identified water intake points/sites.
• Determine the impact of scheme revitalization on other riparian water users, including upstream and downstream users: and recommend best practices for conflict resolution and management.
• Investigate climatic conditions of the project area by analysing cllmatological data from the nearest reliable meteorological stations.
• Identify location, and determine supply capacity and quality of borrow materials. Also determine access routes to borrow area and calculate accurate distances between borrow pits and construction sites.
• Conduct a detailed inventory of irrigation and drainage infrastructure, last mile access roads, system efficiencies (conveyance, distribution and equity)
• Identify and quantify rehabilitation and expansion requirements.
• Analyze surface and sub-surface hydraulics of prevailing and proposed irrigation structures and water systems.
• Provide alternative feasible irrigation systems that use solar powered pumps, including cost estimates.
• Develop new irrigation design and drainage layouts as necessary.
• Conduct diagnostic assessments of existing irrigation O&M systems.
• Assess crop water requirements for proposed crops using standard methods such as the Penman method.
• Rank and recommend possible irrigation method options, as necessary.
• Conduct meetings and interviews with responsible
agencies (District Administrative Office, Directorate of Water Development (DWD) etc.) and local people, respectively and collect information regarding population, livelihoods, water-use, land-use, irrigation, crop types, crops development plans, and any other socio-economic information
• Prepare preliminary designs, including cost estimates and bill of quantities (BOQs) for recommended water systems.
• Collaborate with the community to prepare schemes` revitalization plans.
• Design and estimate costs of related ancillary infrastructure and equipment such as sheds, toilets, storage facilities; and processing and tillage equipment.
• Conduct an Environment and Social Impact Assessment (ESIA) of each project.
• Conduct economic and financial analysis (cost/benefit, and sensitivity analysis, cashflow, project risk) tor both proposed and existing domestic water and irrigation systems and propose alternative engineering design options.
• Evaluate project capacity lo repay investment costs.
• Carry out Topographical mapping of the proposed scheme areas and confirm the availability of topographical maps from previous surveys conducted on existing schemes and propose additional surveys as necessary.
The assignment will be executed over a period of three months (90 working days), excluding weekends and national government holidays.
The Ministry of Local Government now invites eligible Local consulting firms to express their interest in providing the required services. Interested Consultants must provide specific information which demonstrate that they are fully qualified to perform the services. These may include: Details of their organization, list of past assignments of similar nature, Availability of appropriate managerial and technical skills among staff, including core team of key
experts to perform the assignment. For each similar assignment completed, the consultant shall provide the name, address and contact of the client: start and competition dates; name(s) ol lead consultant and Client`s Certificate of Completion or equivalent.
Consultants may constitute joint-ventures to enhance their chances ol qualification.
Eligibility criteria, establishment of the shortlist and the selection procedures shall be in accordance with IBD guidelines for the use of Consultants which is available on the Bank`s website (http:/www.isdb.org).
