BACKGROUND

In 2012, WFP Burundi conducted a secondary data analysis (SDA) based on a desk review of all the information available and combined these different sources into a cohesive and comprehensive analysis of the food security and vulnerability status. Among the conclusions was the need to update the food security, nutrition and vulnerability data to better inform programme implementation. Hence, in 2014, the Burundi country offices working with partners conducted the Comprehensive Food Security and Vulnerability Assessment (CFSVA). Whilst the 2014 CFSVA captured the changing food security and nutrition situation in the country, the volatile situation from 2015 meant continued changes. An Integrated Context Analysis (ICA) carried out in 2015, underlined the close link between high levels of food insecurity and the risks of natural shocks. It delineated communes that require long-term programming and household and community resilience building to address protracted crisis, underlying factors of chronic food and nutrition insecurity, and frequent natural shocks. However, since 2015 many food security dynamics and occurrence of shocks have changed. Seasonal food security monitoring show that high levels of food insecurity have become more widespread due to ongoing socio-economic & political crisis, poor weather conditions, high food prices, etc. In addition, food security classification in the ICA 2015 report was limited to food consumption, hence did not take into account the CARI indicators that include the level of household economic vulnerability and the depletion of their adaptation. In addition, new datasets have been collected since the last ICA including seven round of FSMS/EFSA, Nutrition surveillance, DHS etc. Against this backdrop, the Burundi Country Office in partnership with UN Agencies (FAO, UNICEF, UNDP, UNHCR, and UNOCHA etc.) and the Government Statistics Bureau (ISTEEBU) are seeking a well-experienced international consultant to conduct an ICA-Plus, updating of the Burundi Integrated Context Analysis done in 2015 with additional layers of analysis that were not considered in the previous ICA.

Job purpose

Conduct an Integrated Context Analysis of historical trends of climate and natural shocks (landslides, floods, drought etc), food security, market access, land degradation, land cover, soil erosion, population density in Burundi using existing WFP and other secondary data in order to identify patterns of vulnerability, priority areas of intervention and the most appropriate programmatic strategies in specific geographical areas- including resilience building, disaster risk reduction, and social protection and emergency preparedness - between government and partners.

OBJECTIVES

The purpose of conducting an ICA exercise using existing WFP and secondary data is to in order to identify priority areas of intervention and the most appropriate programmatic strategies including resilience building, disaster risk reduction, and social protection in specific geographical areas

SUPERVISION

Consultant reports to Head of VAM & M&E in Burundi Country Office, with additional oversight support from the Senior Regional VAM Officer

STANDARD MINIMUM QUALIFICATIONS

Education :Degree (Masters/PhD) or equivalent in Statistics, Geography, GIS, Rural development, Public Administration, Engineering, Political/Social Science, International Development Studies OR Economics.

Experience

Minimum 5-10 years of experience working with a humanitarian organization on Vulnerability Analysis and Mapping (VAM) and in particular GIS risk analysis;

Similar experience conducting at least one ICA with WFP;
Advanced GIS spatial analysis skills;
Familiarity with spatial databases;
Knowledge of the main GIS/Remote Sensing software: ERDAS, ENVI ArcGIS 10; QuantumGIS and other open source software knowledge is an asset.
Previous experience in writing comprehensive analytical reports in in both French and English reports aimed at informing programme design and implementation.
Prior knowledge and working experience in Burundi is an asset.

DELIVERABLES

The key deliverables include:

Initial ICA report of findings based on analysis of collated datasets from WFP and secondary data/information (To be submitted within 3 weeks from receiving the datasets, and within 5 weeks from the completion of the project to ensure sufficient time for WFP teams to review and provide feedback)
Stakeholder-validated ICA report that has been prepared following corporate guidelines using the corporate ICA Template that is shared with Country Office, Regional Bureau and Headquarters.
Cleaned and structured geo-referenced datasets and shape files disaggregated by ICA unit of analysis (Communes, livelihood zones), which may include, among other things:
Historical trends disaggregated data on food security and nutrition data drawn from the CFSVA, FSMS, EFSA, and DHS, government surveys, NICEF, SMART and other relevant surveys.
GIS disaggregated referenced data on natural shocks mainly flooding, drought/ dry spells, landslides insecurity and high food prices.
GIS analysis of land degradation including data generated by GIZ on land degradation and climate change and the Regional Centre for Mapping for Resources for Development based in Nairobi.
Contextually relevant data on land degradation and climate change (as appropriate)
Livelihoods geo referenced data based on the FEWS NET livelihoods profiles
Consolidate data on the seasonal analysis that include seasonality of food insecurity.
Updated population figures
4.Summary report of next steps based on stakeholder consultations that among other things:

Identifies programmatic linkages and areas for additional in-depth and targeted analysis by partners in general, and WFP programme staff specifically to inform SLP and CBPP;
Action plans for the analysis of additional data layers and completion of an ICA+ (either for other areas of interest in WFP and/or for partner areas of interest);
Final report of ICA findings, reflecting comments and changes from WFP reviewers (To be submitted within 2 weeks of completion date)
Presentation of findings, to be delivered to CO and RBN teams

DESCRIPTION OF ACTIVITIES

WFP Burundi seeks to recruit one senior consultant to collate additional information required and carry out an ICA-plus for Burundi building upon the 2015 ICA. The consultant will work closely with the Vulnerability Analysis and Mapping Section in the Country Office with additional oversight support from the Senior Regional VAM Officer to an ICA-Plus using selected WFP datasets, supplemented by available secondary data from government and other reliable sources. The consultant will focus on such datasets including but not limited to; climate shocks (landslides, floods, drought etc), food security, market access, land degradation, land cover, soil erosion, population density) etc. The consultant shall be expected to undertake the following key tasks:

Collect data on actual shock occurrences, particularly natural shocks especially droughts, floods and landslides.
Collect or with assistance from the GIS Officer carry out historical analysis of remote sensing data of hazards based on rainfall, NDVI, etc, to determine hazards.
Collate food security and nutrition indicators available up and above that presented in the CFSVA, FSMS, EFSA, IPC, Crop Assessments, DHS, Nutrition surveys, seasonality, livelihoods etc so that at least eight-year trend and pattern analysis can be conducted.
Combine historical trends of disasters as well as analysis of environmental degradation to ascertain areas that are most likely to experience the greatest negative impacts from natural shocks.
Overlay the information above onto household food security, nutrition information, and livelihood data.
Map outcomes to show accessibility of markets via the transport network as well as the main settlements affected by recurrent shocks.
Include seasonality in these analyses to inform specific interventions.
Categorize geographical areas by shocks prevalence, chronicity and intensity of food insecurity.
Use the agro-ecological, livelihoods and land degradation data already collected and mapped in the CFSVA for further triangulation with food security, nutrition and shocks data sets.
Produce the ICA –plus analysis and report
Identify the data gaps that need to be filled for the SLP, CBPP and CBEWS.
Conduct a stakeholder consultation workshop to present the results and refine the ICA-plus report
