Tenders are invited for Providing of Health Information System (HIS) Software Solution.
The Government of Seychelles intends to implement a National Health Information System and is inviting tenders for the provision of an Integrated Health Information System and this comprises of the following:
1. Provide a Health Information System(HIS) software solution which is compliant with the following International standards:
a. ICD9/10 (International Code of Diseases, Clinical Modification).
b. CPT4 (Current Procedure Terminology).
c. HCPCS (HealthCare Procedures Code Set).
d. DICOM 3.0 (Digital Imaging and Communication in Medicine) protocol for direct interfacing with medical imaging modalities.
e. HL7 (Health Level 7) protocol for the exchange of medical information among different medical systems.
f. HIPAA Compliant (EDI, Code Sets, Privacy).
g. LOINC (Logical Observation Identifiers Names and Codes).
h. SNOMED CT (Systematized Nomenclature of Medicine -- Clinical Terms).
2. Customise the HIS solution to the business processes and organization architecture in operation within the healthcare system of Seychelles.
3. Interface the HIS solution to designated existing systems (e.g. Seimens PACS & RIS).
4. Undertake possible data migration from existing systems that will be replaced completely by the corresponding HIS module providing the same functionality.
5. Provide technical training to local in-house IT teams for first tier and elements of second tier support.
6. Provide international standard functional training to staff of the Ministry of Health, Healthcare Agency & Health Service Authority in the use of the HIS.
7. Should be able to conduct hardware sizing for the project.
8. Capable of providing 24/7 support services for the system and also offer a full turnkey AMC (Annual Maintenance Contract).
Main Conditions
In line with the conditions of the Government of India EXIM Bank funding, eligible bidders must be registered or based in India with demonstrated expertise in the implementation of Health Information Systems or Hospital Management Information Systems.
The bidder should have implemented a Hospital Management Information System, including PACS at a hospital that has 300 or more beds and it should be running satisfactorily for more than 3 years as on the date of the submission of the bid.
Applicable currency in relation to this project is the United States Dollar (USD)

IN ADDITION TO HARD COPY DOCUMENTS IN THE ENVELOPES, THE ELECTRONIC VERSION OF THESE DOCUMENTS ARE TO BE INCLUDED ON AN EXTERNAL MEDIA (CD/DVD OR PENDRIVE) AND PLACED IN THE RESPECTIVE ENVELOPES LABELLED AS ‘TECHNICAL PROPOSAL’ AND ‘FINANCIAL PROPOSAL’. BIDDERS MUST ALSO INCLUDE THEIR FULL CONTACT DETAILS, INCLUSIVE OF EMAIL ADDRESSES IN THE ENVELOPE.
THE MAIN ENVELOPE SHOULD BE PLACED IN THE TENDER BOX SITUATED AT NATIONAL TENDER BOARD (NTB) MAISON DE MAHE OR DELIVERED TO NTB TO BE PLACED IN IT, BEFORE 14:00 HRS ONTHURSDAY 10TH AUGUST 2017. TENDERS WILL BE OPENED IMMEDIATELY AFTER 14:00 HRS. LATE BIDS WILL BE REJECTED. BIDDERS ARE WELCOME TO ATTEND.
