PRE-SOLICITATION NOTICE
Consultancy Services for Design Review and Construction Supervision
of the Raw Water Pipeline Project
February 23, 2018
Country: Liberia Project Name: Energy Project
City/Locality: Monrovia Funding Agency: Millennium Challenge Corporation
Ref# Number: 4A1506/EP/007 Buyer: Millennium Challenge Account – Liberia (MCA-Liberia)
1. The United States of America, acting through the Millennium Challenge Corporation (“MCC”) and the Government of Liberia (the “Government” or “GOL”) have entered into a Millennium Challenge Compact dated October 2, 2015 to help facilitate poverty reduction through economic growth in Liberia (the “Compact”) in the amount not to exceed Two Hundred Fifty-Six Million Seven Hundred Twenty-Six Thousand United States Dollars (US$256, 726, 000) (“MCC Funding”). Liberia’s Compact entered into force on January 20, 2016.
The goal of the Compact is to reduce poverty through economic growth. Specifically, the Compact seeks to address two binding constraints to economic growth currently existing in Liberia:
a) lack of access to reliable and affordable electricity, and
b) inadequate road infrastructure.
2. Under the Energy Project, the Compact covers funding for the rehabilitation of the Mt. Coffee Hydropower Plant (MCHPP), including the cost of rehabilitating the raw water intake at the MCHPP and the raw water transmission line from MCHPP to the Water Treatment Plant (WTP) in White Plains, Liberia. MCA-Liberia signed agreements that stipulate the roles and responsibilities of the MCA-Liberia, Liberia Electricity Corporation (LEC) and the Liberia Water and Sewer Corporation (LWSC), who are the Implementing Entities (IEs) for those activities to rehabilitate the raw water intake and transmission line. MCA-Liberia will implement the Energy Project for a period of five (5) years from the date of entry into force of the Compact.
3. The Raw Water Pipeline Project
The objective of the Project is to replace the raw water pipeline from the dam at the MCHPP to the WTP. During the pre-civil war period, there were two raw water supply sources feeding the WTP:
a) A 42-inch intake pipe and lift pumps on the St. Paul River where the WTP is located.
b) A 36-inch ductile iron pipe (DIP) that transmitted water by gravity from the dam at the MCHPP to the WTP. In the 1970s, the gravity pipeline was installed to replace the 42-inch intake at the WTP due to saltwater intrusion at the river intake.
The proposed pipeline route is approximately 5 km long and generally follows the original alignment of the pipeline with small deviations. Replacement of the river intake pumps with gravity flow through the new pipeline will reduce energy use at the WTP. In addition, the improved reliability of the raw water supply to the WTP will result in more consistent water supply to the LWSC service area.
MCA-Liberia intends to procure a Works Contractor for executing a design-build contract following FIDIC Conditions of Contract for Plant and Design-Build 1999 (“Yellow Book”), MCC’s Environmental Guidelines and the IFC Performance Standards. The Scope of Works comprise all Works (detailed design, manufacture, supply, erection, construction, installation, testing, commissioning and training) necessary for the Works Contractor to design and construct fixtures, fittings, and equipment for the Works to be fit for conveying water from the MCHPP reservoir to the WTP.
4. Summary Scope of Services
MCA-Liberia (the “Employer”) seeks to engage the services of an engineering consulting firm to act as “Engineer” to serve as technical advisor and to ensure that the Works Contractor is effectively supervised during the implementation of the Project. The services to be provided by the engineering consulting firm include the following:
a) Technical Services for the duration of the Project. The Engineer shall also provide technical services to the MCA-Liberia as well as liaise with other official bodies on the behalf of MCA-Liberia.
b) Technical Supervision Services as defined in the 1999 FIDIC “Yellow Book”. The Engineer shall also review the detailed designs submitted by the Works Contractor and provide written comments for onward transmission to the Works Contractor.
c) Environmental and Social Management Services (ESMS) to evaluate the Environmental and Social Impact Assessment (ESIA), Resettlement Action Plan (RAP), and ensure integration of Environmental and Social Management Plan (ESMP) and any other necessary mitigations necessary for compliance with IFC Performance Standards.
d) Reporting - Preparation of all necessary reports.
5. Indicative Tasks
The tasks to be performed by the engineering consulting firm shall include, but not be limited to the, following:
a) Ensure that the Contractor’s designs are professionally reviewed and adequate comments, if any, provided for rectification of any errors, etc.
b) Ensure the Contractor executes all works under the project according to specifications and in conformity with the contract or works agreement.
c) Protect and secure the interest of the MCA-Liberia and to advise the MCA-Liberia on all issues pertaining to the successful execution of the contract.
d) Provide oversight of ESMS performed by the Works Contractor.
e) Ensure formal training and instruction is obtained from the Works Contractor by the Owner’s staff in the operation and maintenance of the works.
