Tenders are invited for Prospective Evaluation of the RMNCAH-N Investment Case in Guinea

The overall aim of this evaluation is to generate evidence and data that will 1) inform decision-making and adaptation of priority programs; reforms; and interventions in reproductive; maternal; newborn; child; and adolescent health and nutrition (RMNCAH-N) and 2) draw lessons learned to adapt the conceptualization of the next Investment Case (IC) instrument.Main objectives :1.* IC design and development: Analyze the processes and factors related to the design and development of the IC that have facilitated or hindered its implementation.2.* IC implementation: Analyze the process and factors that facilitated or hindered IC implementation; including coordination mechanisms.3.* Health process and outcome results: Determine the extent to which the objectives of the IC have been achieved; in relation to the health outcomes of the RMNCAH -N; use of health services; availability and quality of health services; and health system reforms.4.* IC as a strategic instrument: Determine the extent to which IC and related processes have been used to support strategic processes; such as priority alignment; sector resource management; financial mobilization; etc.5. Setting a learning agenda: Identifying knowledge gaps with IC processes or health strategies/reforms 6.Methodological approachIt is a prospective; multi-phase approach; using mixed methods (quantitative and qualitative). The process will be highly participatory; with strong involvement of stakeholders from government; donors; and other partners in the RMNCAH-N sector.This assessment consists of four key phases:1. Formative phase : * review of quantitative performance indicators for the RMNCAH-N sector* a qualitative analysis of any bottlenecks or successes in implementing the IC2. Targeted Implementation Research: in-depth examination of key IC implementation processes; identifying related challenges that impede desired outcomes; and informing possible solutions.3. Evidence translation phase: triangulation of data; structured and inclusive evidence-based deliberations to inform the development of the next IC instrument (this involves all key stakeholders in the RMNCAH-N sector)4. Summative phase: analysis of quantitative results for the entire IC period; synthesis; validation of results; and decision-making Stages 1-3 of the evaluation will have to be completed on schedule by May 2024; with a final delivery deadline of May 2025.Governance structures and processes and evaluation follow-up* The evaluation firm's activities will be monitored by the RMNCAH -N coordination platform.* The role and responsibilities of the steering committee will be clearly defined in the terms of reference by the members involved; once the contract has started.* The evaluation steering committee will be made up of the members in charge of the IC's routine follow-up evaluation (BSD); plus five other people from various fields (2 Civil Society Organizations; 2 DNSFN; 1 TFP). * Evaluation deliverables will be presented to the evaluation monitoring committee for approvalDeliverablesThe selected firm should provide the following deliverables:1. An Inception report 2. An analytical summary of the first formative phase3. An analytical summary of the implementation research4. A preliminary assessment report5. A final evaluation report6. An Evidence BriefAll deliverables should be presented to the Evaluation Steering Committee before finalization and validation.Selection criteria and process * At least three teams of consultants (firms/institutions) will be invited to submit a technical and financial proposal. * The proposals will be examined by a selection committee composed of the World Bank; the GFF and the Ministry of Health.* The selection of the firm will be based on the following criteria:o the relevance of the firm's technical experience o qualifications of key personnelo the quality of the proposed evaluation methodology; taking into account the demonstrated level of understanding of the terms of reference o Implementation schedule and timelineo the financial proposal; considering not only the overall budget; but also the efficient use of funds.
