1. Invitation to Tender
Tender Name: Promoting Sustainable Partnership for Economic Transformation (PROSPECTS III)
Tender No: G116
Location: Correspondence Language(s): English
Brief Summary Description of Project:
Mercy Corps exists to alleviate suffering, poverty, and oppression by building secure, productive, and just communities.
Mercy Corps has been operational in Liberia since 2002, implementing programs in food security, peacebuilding, and youth empowerment, and over the last year, engaging in social mobilization and economic development in response to the impacts of the Ebola outbreak. Mercy Corps Liberia has been implementing the PROSPECTS (Promoting Sustainable Partnership for Economic Transformation) urban youth livelihoods program since 2012 with support from the Embassy of Sweden in Liberia and Chevron. Mercy Corps Liberia received more funding support from the Embassy of Sweden and was able to continue with implementing the program in a second (2014-2017) and third phase. The third phase implementation started on 1st September 2017 and ends on 31st December 2020 and is implemented in Montserrado, Bong, and Nimba Counties, where the final evaluation will also take place.
PROSPECTS III is an urban youth livelihood program with a goal of empowering young Liberians to find meaningful, market-driven employment or self-employment through increased skills, self-confidence, and economic opportunity. The program seeks to address constraints to both labor demand and labor supply. It accomplishes this by building the selfconfidence of youth and training them to succeed as employees or entrepreneurs. Mercy Corps then connects youth to market opportunities, either by placing them in the workforce or supporting them as they develop micro-ventures. Mercy Corps also supports the private-sector through the competitive provision of financing and business advisory support to firms poised to create youth employment opportunities or resolve labor market failures. PROSPECTS III was designed to reach over 19, 000 youth in three counties (Bong, Montserrado, and Nimba) through three sub-programs, described briefly below:
1. Employment and Entrepreneurship: Demand-driven provision of business skills and work-readiness training, apprenticeships, and business start-up grants to youth through three Youth Opportunity Centers, TVETs, and partners.
2. Social Business for Youth Employment: Competitive provision of financial and business advisory support to private-sector firms piloting innovative solutions to labor market failures and/or creating youth-focused employment opportunities.
3. Results, Learning, and Studies that advance Mercy Corps and partner understanding of Liberian youth livelihoods and constraints to youth employment and self-employment.
The program has three objectives:
1. Young Liberians, both women, and men have the confidence, skills, and opportunities to seek out sustainable employment or self-employment.
2. Liberians private sector creates meaningful employment for young women and men and corrects labor market failures.
3. Liberia-s institutions promote economic opportunity for young Liberians through increased access to information

and policy options.
