Bidders are strongly advised to... Submitting the offer to get a precise picture of the local conditions and the work to be carried out as part of a site visit in order to avoid misjudgments when setting the price. Should the successful bidder later refer to circumstances which would have been apparent during a site visit, he is precluded with this argument.
