Expression of Interest are invited for Project Management Services (Moe) of the Priority Program for the Restructuring of the Dakar Public Transport Network

The Government of the Republic of Senegal has requested funding from the French Development Agency ("AFD") and intends to use part of the amount thereof to make payments for program management services (MOE) priority for the restructuring of the Dakar public transport network, the components of which are:
• Component 1 - Urban development and equipment:
- Clearance of rights-of-way;
- Improvement works (roads and various networks, crossroads, terminals, stops) and traffic light signaling;
- Workshop-depots (buildings, upkeep and maintenance equipment, bus supply installations);
- Urban bus stations;
- Monitoring of the implementation of the environmental and social management plan;
• Component 2 - Rolling stock, systems and network integration and operation:
- Acquisition of rolling stock;
- Acquisition of systems (integrated ticketing, clearing house and SAEIV);
- Institutional, financial and operational structuring of network operation;
- Coordination and consultation with stakeholders, in particular transport operators;
• Component 3 - Project management and communication:
- Project management;
- Communication and information on the project;
• Component 4 - Technical support:
- Technical assistance and additional studies;
- Professional training of operators;
- Actions in favor of the employment of women (awareness raising and training);
- Support measures (road safety, improvement of air quality, etc.).
