Tender Details

Request for proposals are invited for Selection of a Project Management Consultant (PMC) for Construction of Mauritius Police Academy, Forensic Science Laboratory, and National Archives and National Library.

1. The SBM (Mauritius) Infrastructure Development Company Limited has received a Line of Credit from the Export-Import Bank of India (Exim Bank) and intends to apply part of the proceeds of this Credit to cover eligible payments under the contract for appointment of a Project Management Consultant (PMC) for construction of Mauritius Police Academy, Forensic Science Laboratory, and National Archives And National Library under three Lots.

2. The SIC Development Co. Ltd, on behalf of the Government of the Republic of Mauritius, invites Indian Project Management Consulting firms to submit their proposals for selection of the PMC for the project.

Interested eligible firms are required to apply for all three Lots. The main objectives and the scope of the project will cover but is not limited to the following areas:

Lot-1 – PMC for Construction of Mauritius Police Academy

a. Design the Police Academy Building(s) and associated site works;

b. Design all onsite and offsite infrastructure works (access roads, water reticulation, sewerage network, electricity connection works, surface water drainage, telecommunication network, etc.) to service the project site;

c. The design of the Police Academy Building(s) shall cater for future extension, to enable further construction in order to accommodate future expansion;

d. Manage the procurement processes for the appointment of EPC contractor;

e. Manage and supervise the construction and installation activities; and

f. Project Management, Planning, Design, and Construction Supervision of the Infrastructural requirements for the Police Academy.

Lot-2 – PMC for Construction of Forensic Science Laboratory

a. Design the Forensic Science Laboratory Building and associated site works;

b. Design all the onsite and offsite infrastructure works (access roads, water reticulation, sewerage network, electricity connection works, surface water drainage, telecommunication network, etc.) to service the project site;

c. The design of the Forensic Science Laboratory shall cater for future extension, to enable further construction in order to accommodate future expansion;

d. Manage the procurement processes for the appointment of EPC contractor;

e. Manage and supervise construction and installation activities; and

f. Project Management, Planning, Design, and Construction Supervision of the Infrastructural requirements for the Forensic Science Laboratory

Lot-3 – PMC for Construction of a building for the National Archives Department and the National
Library
a. The project comprises the design of a new complex of international standard to house two key institutions
of the Republic of Mauritius, namely the National Archives Department and the National Library, which
operate under the aegis of the Ministry of Arts and Culture;
b. The complex should be (Ground + 1 Floor) in accordance with international archival and library standards.
The building will be of a scale of around 6, 000 m²;
c. Design all the onsite and offsite infrastructure works (access roads, water reticulation, sewerage network,
electricity connection works, surface water drainage, telecommunication network, etc.) to service the
project site;
d. The designing to be done in such way that it would allow the two institutions to hold activities such as
book fairs, exhibitions, and training, etc. without the need to rent space elsewhere;
e. The design of the building shall cater for future vertical extension (for a maximum of ground + 4 floors),
to enable further construction in order to accommodate future expansion at both the National Archives
Department and the National Library;
f. The design shall cater for external open space parking and actual space requirements for the new
construction;
g. Manage the procurement processes for the appointment of EPC contractor;
h. Manage and supervise construction and installation activities.
Following the above assessment and review exercise, the Consultant shall be solely responsible for the design
liability of the project and supervision of all construction and related works. Details on the Services to be rendered
for this project are provided in the Terms of Reference
3. A complete set of RFP Document in English can be purchased by interested eligible Consulting firms by
calling at the Mauritius High Commission in New Delhi, from September 03, 2018, between 11:00 hrs to
14:00 hrs, at the address below and upon payment of a non-refundable fee of INR 5, 000/- in the form of
Banker’s Cheque or Demand Draft (DD) drawn in favour of Mauritius High Commission, New Delhi:-

4. A PMC will be selected in accordance with the procedures set out in the RFP and the Public Procurement and
Concessions Commission Act of the Republic of Mauritius and the Guidelines issued by the Government
of India vide letter No. 21/3/2015-IDEAS dated December 7, 2015.
5. All proposals in one (1) original plus two (2) copies, properly filled in, along with one (1) scanned copy in
pen drive, enclosed in plain envelopes, addressed to the SIC Development Co. Ltd, Level 15, Air Mauritius
Centre, President John Kennedy Street, Port Louis, Republic of Mauritius, submitted by Registered Post or
Courier Service should be received on/or before October 01, 2018 between 09:30 hours and 13:30 hours
(local time) at latest.
6. Late Proposals, portion of Proposals, electronic Proposals, Proposals not received and the Proposals not
opened at the Proposals opening ceremony shall not be accepted for evaluation irrespective of the
circumstances.
7. Electronic submission of proposals shall not be accepted.
8. The Employer reserves the right to accept or reject any Proposal and to cancel the selection process and to
reject all proposals at any time prior to the award of contract without there by incurring any liability to the
affected Consultant or any obligation to inform the affected bidder and without assigning any reason whatsoever. Such decision of the Employer shall not be subject to question by any Consultant and the
Employer shall not bear any liability for such a decision.

9. The Employer is not bound to accept any offer / proposals and reserves the right to negotiate with any of the consultant.
