Tender Details

The goal of the project is to develop an open-source metrics implementation for effective and consistent evaluation of background-replaced facial images. This includes an analysis and comparison of the existing metrics and the creation of a reference data set of facial images high variability. In addition, the development of an efficient open source background replacement algorithm is planned, which will then be used as a reference implementation in order to be able to generate background-replaced facial images and which will be compared with current algorithms and solutions withstands. The goal is for this reference implementation to represent a transparent minimum requirement (for example in exams as part of certification) for the performance of background replacement. The algorithms and device-based solutions come from two calls the public (manufacturers, research, private individuals, etc.). This means that the current state of the art can be precisely analyzed and evaluated. These calls must be prepared and supported by the contractor as part of the project. Using MAD algorithms procured as part of the project The influence of background replacement on morphing detection is to be estimated in order to derive recommendations for action and guidelines for the various stakeholders (including the Federal Police and the Federal Criminal Police Office) from these findings. The particular focus of the stated goals lies in the Further development of the requirements in the Technical Guideline BSI TR-03121 and the associated test case specification (BSI TR-03122).
