Expression of Interest are invited for Production of the Guidelines for the Provision of Drinking Water for Thirteen Prefecture.
REALIZATION OF THE GUIDELINES FOR THE SUPPLY OF DRINKING WATER OF THIRTEEN PREFECTURES (ANEHO, VOGAN, TABLIGBO, KPALIME, NOTSE, BADOU, AMLAME, SOTOUBOUA, TCHAMBA, KOUKA, KANTE, MANGO)

1. The Water and Sanitation Heritage Society in Urban and Semi-Urban Areas (SP-EAU) has obtained from the French Development Agency (AFD) a financing agreement for the PND-eau / AFD Program, and intends to to use part of the amount thereof to make payments for the services of a consultant (design office) for the implementation of master plans for the supply of drinking water to the thirteen prefectural capitals ( Aného, ​​Vogan, Tabligbo, Kpalimé, Notse, Badou, Amlamé, Sotouboua, Tchamba, Bassar, Kouka, Kanté, Mango). Services in all cities will be carried out on a single mission.

2. The Applicant`s Services will have as their object:

§ The collection of basic data and diagnosis of existing installations

§ Preliminary studies including: the scope and horizons of the study, demography, town planning

§ Calculation of water demand

§ Production needs

§ Resources

§ General scheme of development of the drinking water system

§ Assessment of environmental and social impacts

§ Economic and financial analysis

§ Technical studies of preliminary design (APS)

§ Technical studies of detailed design (APD)

§ Elaboration of call files Offers (DAO)

3. eligibility criteria to AFD financing are specified in Article 1.3 of the "Guidelines for

Procurement of contracts financed by AFD in foreign countries ", available online on the AFD website: http://www.afd.fr.

4. The estimated duration of the services is twelve (12) months

5. Applicants can only submit one application in their own name or in a Grouping.

If a Candidate (including a member of a Grouping) submits or participates in several applications, these will be eliminated. the same Subcontractor may participate in several candidacies

If the Candidate is formed into a Grouping, the Expression of Interest must include:

• a copy of the Grouping agreement concluded by all of its members, or

• a letter of intent to form a Grouping, signed by all its members and accompanied by a copy of the proposed Grouping agreement.

In the absence of this document, the offer will be deemed to be the proposal of the agent or of the company making the offer and the other members will be considered as Subcontractors.

The references and qualifications of the Subcontractors are not taken into account in the evaluation of the applications.
6. Interested Candidates must produce information demonstrating that they are qualified and experienced to perform these Services (the general qualification and the number of permanent professional staff, the nature of the candidate`s activities and the number of years of experience, the candidate`s qualifications in the field of services and in particular references concerning the execution of similar contracts).

The Contracting Authority will also examine the relevance of the Expressions of Interest with regard to the following criteria:

For national candidates

a. Economic operator card or any other equivalent valid document;

b. Tax receipt dating back less than three (03) months;

vs. Certificate of payment of the parafiscal regulatory tax issued by the Public Procurement Regulatory Authority (ARMP);

d. Certificate of non-bankruptcy dating less than three (03) months from the date of submission of expressions of interest;

e. Extract from the trade and movable credit register;

f. Original social discharge dated less than six (06) months;

g. Certificate from the Labor and Social Law Inspectorate (ITLS) dated less than (03) months ago.

For foreign applicants

h. Company statutes;

i. Extract from the trade and movable credit register;

j. Certificate of non-bankruptcy dating less than three (03) months from the date of submission of expressions of interest.
NB: With the exception of the tax discharge and the attestation of payment of the parafiscal regulatory tax which must be supplied in original, all the other documents may be legalized copies.

Applicants are requested to provide this information not to exceed twenty (20) pages.

Applicants can join forces to strengthen their respective skills.

7. The SP-EAU will draw up a shortlist of six (6) Maximum Applicants, preselected on the basis

of the applications received, to which it will send the Request for Proposals for the provision of the Services required. The Consulting Engineer will be chosen by the selection method based on technical quality and cost-SFQTC- (Quality cost selection).

9. Expressions of interest and information produced in one (01) original and four (04) copies, written in French, must be submitted in closed envelopes no later than June 22, 2020 at 10:00 am UT to the Central Secretariat of the SP-EAU whose address is given above. Only the physical version is acceptable for the submission of expressions of interest.

10. Expressions of interest must expressly state "EXPRESSION OF INTEREST FOR THE SERVICES OF CONSULTANTS RELATING TO THE MAKING OF GUIDELINES FOR THE PROVISION OF DRINKING WATER IN THIRTEEN PREFECTURES. "TO BE OPENED ONLY AT THE FOLDING OPENING SESSION".
