General Procurement Notice for Procurement of Works, Goods and Services for Inclusive Urban Sanitation Project in Chimoio Municipality
The project includes the following components:
Component 1: Development of Sanitation Infrastructure,
1(a) Sewer Network and Pumping Stations
There is potential for reduction in the extent of the primary sewer network, focusing on the areas that currently have better access to water supply; while providing the basic infrastructure that would allow for future extensions as resources and improved water coverage permit. This reduction in sewer coverage during this phase would be compensated by increased support for onsite and public sanitation facilities, thereby reaching more or else the same number of people while increasing access to the more vulnerable. 1(b) Wastewater Treatment Plant
There is potential for revisiting some items of the redesigned wastewater treatment plant to reduce costs and potentially improve the quality of the effluent. Areas to review include, for example, the hydraulic retention time of the anaerobic ponds could be reduced from the designed average of 4.5 days to about 2-3 days, thereby reducing the volume of the tanks and related earthworks by about 50%; and the cost of the earthworks, especially transportation of material. The reserve area could be used for this. Significant cost-savings are also envisaged if the Municipal-s equipment/company could be used to deliver some of the works.1(c) Public and household sanitation facilities
We propose to increase the number of proposed facilities for greater inclusivity and impact. This is one area that will need further assessment, in terms of the beneficiaries, technologies, level of subsidy for capital costs, and operation and maintenance measures.
Component 2: Institutional Strengthening and Project Management This component will support strategic institutional strengthening and capacity building measures for AIAS, IP and relevant municipal/community entities (Chimoio City Council, Provincial Infrastructures Services, and Provincial Environment Administration) to betterdeliver and manage services. It will finance works- supervision, technical assistance to support the design and operationalization of an Autonomous Sanitation Services Delivery Entity (a Special Purpose Vehicle) for Chimoio, sanitation and hygiene education/promotion activities, as well as the management of the project for efficient and effective implementation
Component 3: Design Studies for Resilient Water Supply for Cuamba and Lichinga, This component, to be implemented by FIPAG, will prepare investments for sustainable and climate resilient water supply in the two towns. It is anticipated that the studies will be financed by the Transition Support Facility (TSF) under this project, the AWF and the Climate Investment Funds The specific activities will be: preparation of feasibility and detailed design studies for the climate-resilient water supply of Cuamba and Lichinga towns and contributing to resource mobilization efforts.
