Tenders are invited for Procurement Installation, Testing and Commissioning of Equipment for Science, Technical and Vocational Course Comprising 17nr Friction Apparatus, 10nr Davy Safety Lamp, 17nr Bar Pendulum and Stand (Metallic), 10nr Glass Wool, 2nr Light Travel in Straight Line with Candle and Holder, 7nr Hook Law Apparatus, 5nr Torsion Pendulum, 7nr Pascal Law(Plastic), 2nr Barton Horizontal Apparatus (Sand Pattern), 17nr Hysometer(Copper), 2nr Desafety Bridge, 5nr Cantilever Apparatus, 27nr Spare Glass Tube for Viscocity(Stock Law), 1nr Lathe Machine (Metal), 1nr Cutting Machine, 2nr Pillar Drilling Machine, 2nr Bench Drilling Machine, 1nr Wood Lathe with Accessories, 1nr Plasma Cutting Machine, 1nr Power Towel Etc
2.0 ELIGIBILITY REQUIREMENTS.

(a) Certificate of Incorporation with the Corporate Affairs Commission (CAC).

(b) Company’s current Tax Clearance Certificate for the last three years (2016, 2017, 2018).

(c) Pension Certificate of Compliance from the National Pension Commission (PENCOM) valid till 31 December, 2019.

(d) Industrial Training Fund (ITF) Clearance Certificate valid till 31st December, 2019.

(e) Evidence of Current National Social Insurance Trust Fund (NSITF) Compliance Certificate (2019).

(f) Current Evidence of registration on the National Data Base of Contractors, Consultants and service providers by submission of Interim Registration Report (IRR) expiring on 31/01/2020 or valid certificate issued by BPP.

(g) Sworn Affidavit

Disclosing whether or not any officer of the relevant committees of Abia State College of Education (Technical) Arochukwu or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;

That the company is not in receivership, bankrupt or insolvent; and no Director of the company has ever been convicted in any court of Law in Nigeria or any other country for criminal offence in relation to fraud of financial impropriety;

(h) Company’s Audited Accounts for the last three years 2016, 2017, 2018 by inclusion of the photocopy.

(i) Copies of verifiable documentary evidences of at least three (3) to similar jobs successfully executed within the last five (5) years including letters of awards and job completion Certificate.

(j) Company profiles to include names, qualifications (Including copies of relevant academic/professional qualifications) and experience of key personnel,

(k) Evidence of Financial Capability from a reputable Bank/Letter of Commitment from bank

(l) For Joint Venture (JV) partnership. Memorandum of Understanding (MOU) should be provided. (CAC, Tax Clearance Certificate, Pension Compliance Certificate, ITF Compliance Certificate, NSITF Compliance Certificate, IRR & Sworn Affidavit are compulsory for each JV partner).
3.0 COLLECTION OF TENDER DOCUMENTS

Tender documents are to be collected from the Office of the Director, Procurement between the hours of 10.00am -3.00pm on working days upon presentation of authenticated payment details of N10, 000.00 non-refundable tender fee per Lot obtained from an approved Bank by the College Bursar.
4.0 SUBMISSION OF TENDER DOCUMENTS

(a) Interested Bidders are to submit tenders documents in two (2) separate envelops appropriately marked “Technical Bids” and “Financial Bids”. The two envelops shall be enclosed in one (1) larger envelop and marked “Tender Documents” Stating the particular lot at the top right hand corner of the envelop and addressed to:

(b) The submission deadline/closing date shall be 10:00am on Tuesday 27 August, 2019. Bidders are hereby informed that late bids shall be rejected.
5.0 OPENING OF TENDER DOCUMENTS

Bids shall be opened immediately following the deadline/closing of submission on Tuesday 27 August, 2019 at 10:00am in the College Registrar’s office. All bidders are hereby invited to attend the bid opening. Bidders are hereby informed that only technical bids shall be opened immediately following the deadline/closing of submission (10:00am Tuesday 27 August, 2019). Only successful bidders in the technical evaluation shall be invited for the Financial Bids Opening on a later day while unsuccessful bidders shall be returned to the bidders unopened.
6.0 DISCLAIMER

(1) Abia State College of Education (Technical reserves the right to reject any of all bids (Technical and Financial).

(2) This notice of “Invitation to Tender” shall neither be construed as a Commitment on the part of the College nor shall it entitle any Company to make claims whatsoever or seek any indemnity from Abia State College of Education,

(3) Abia State College of Education (Technical) reserves the right to verify any claim by the bidders.

(4) All cost incurred as a result of this tender invitation and any subsequent requests for information shall be borne by the bidding companies and only shortlisted companies shall be invited.

(5) Non-compliance with any of the Eligibility Requirement may lead to disqualification of tender.

(6) Submissions made by e-mail and the late submission shall be rejected.
