The Government of Sierra Leone has established the Millennium Challenge Coordinating Unit (MCCU) as an autonomous entity with independent legal authority to oversee, manage, and implement a Threshold Program funded by the Millennium Challenge Corporation (MCC). MCC is a U.S. government agency focused on assisting countries dedicated to good governance, economic freedom, and investments in people.
The MCC Threshold Program Agreement with Sierra Leone which was signed in November 2015 will provide up to US$44.4 million to support significant policy reforms and improve governance in the water and electricity sectors over a period of 4 years. By establishing independent regulation, strengthening key institutions, and increasing transparency and accountability, the program seeks to create a foundation for the financially sustainable provision of essential water and electricity services, as well as limit opportunities for corruption in service delivery. The Programme is made up of three (3) projects: Water Sector Reform (WSRP), Energy Sector Reform (ESRP) and Regulatory Strengthening (RSP).
The WSRP is designed to support GoSL efforts to (i) improve water sector coordination; (ii) strengthen commercial practices, operational independence and planning capacity at the Guma Valley Water Company (GVWC); and (iii) enhance transparency, accountability and customer service practices through improved community and customer engagement, as well as the establishment and utilization of new accountability mechanisms.
One of the activities of WSRP is technical assessment of GVWC existing infrastructures that will provide the requisite data to support the planning, operations and management of the systems. One of the infrastructural systems to be assessed is the conditions assessment of GVWC transmission, reservoirs and all appurtenances, and the assessment of the treatment processes at GVWC Water Treatment Plan (WTP). Request for Proposal (RfP) have been issued out for potential bidders to submit technical proposal to implement the assignment.
The MCCU invites qualified and experienced individual consultants to provide consultancy services to be part of the Technical Evaluation Panel (TEP) to evaluate the submitted technical proposals that will be submitted for the assignment. MCCU may choose more than one consultant for this exercise.
The overall objective of this assignment is to:
i. Evaluate Proposals and make recommendations for the formal opening of Financial Proposals – and ultimately award of contract - in accordance with the evaluation and award criteria set out in the Request for Proposals. The evaluation shall be performed by a Technical Evaluation Panel (TEP) made up of generally between 3 and 5 persons, of which this Consultant shall be a member.
Consultants are expected to have the following qualifications and experiences:
a. Water and Sanitation Engineer/Civil Engineer: Master’s degree in Water and Sanitation/Water Resources/Civil Engineering, ten (10) years of relevant post-graduate experience in the water sector including experience in technical assessment of water systems. Water related infrastructure assessment and management experience with donor-funded projects is an advantage.
Consultants will be selected under the Individual Consultants method, an evaluation procedure which is described in sections of the RCQ in accordance with “MCC Program Procurement Guidelines” provided on the MCC website (www.mcc.gov/ppg).
