General Procurement Notice for Procurement of Goods, Works, Related Services and Consulting Services

The project will include the following parts/components:
Part/Component 1. Infrastructure Improvements:
 Rehabilitation and extension of Monrovia Piped water distribution system;
 Carrying out feasibility studies, detailed Engineering designs, supervision, and
associated rehabilitation/replacement civil works for the 36” main waterline
transporting water from the White Plains water treatment plant to the city of
Monrovia.
 Construction of a ground water reservoir including connecting it to the existing
water distribution network.
Part/Component 2. Capacity Building to LWSC:
Is about strengthening the Project Implementing Entity’s (LWSC) capacity to sustain
and expand its services through the below listed activities.
 Operationalizing the District Metered Areas (DMA’s) and providing staff
training in a wide range of relevant areas including the monitoring of NonRevenue Water (NRW) for the sole purpose of reducing Non-Revenue Water
loses for improved cost recovery.
 Reviewing, retaining and re-equipping LWSC Connection Teams including the
Non-Revenue Unit Staffs through the provision of training, equipment,
including pipes and fittings and support to the Project Implementation Unit
(PIU), for the purpose of improved customer service at LWSC.
 Carrying out of Public Consultations, Events and Media Placement to inform
residents of the Project Area regarding the Project.
 Procurement of Key Operational Equipment required for the Project such as:
Vehicles, Excavators, IT Equipment, Digging Tools, Leak Detection and Repair
Equipment/Kits, Spare Customer Meters and Spare Parts.
 Support the Project Implementation Entity for Project Management and
Implementation including but not limited to: Financing of Audits, Consultancy
Services, Monitoring and Evaluation and Training and Operational Cost.

GENERAL PROCUREMENT NOTICE

The Government of Liberia has received financing in the amount of US$30million from the International Development Association (IDA) toward the cost of the Additional Financing for the Liberia Urban Water Supply Project and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. Bidding for contracts financed by the World Bank will be governed by it eligibility rules and procedures.
