The CO has increased its programme financial delivery over the past few years, from around $2m (2004-2011) to $6m (2012-2015) and to $9.6m (2016), 2017 is $11.6m The New Country Programme Document 2018-2022 envisages annual delivery of $15m. The country office procurement volume increased drastically from USD 1.5m. the scope of procurement also changed from simple regular purchases to civil work, construction, small scale infrastructure, solar and renewable energy equipment’s.

This period of transition is framed by additional changes at the UN system level, with a new programmatic cycle (2018-2022) focused on leaving no one behind. The UNCT is keen to explore opportunities for higher programmatic and operational collaboration between UN agencies, and is committed to develop a Business Operations Strategy (BOS). In view of the prospective change in volume and focus of its programme and operations, the Country Office in Djibouti is seeking support to improve its operational performance, delivery capacity, corporate compliance and analyse potential adjustment for future scenarios.

Under the overall guidance of DRR, the Procurement consultant is responsible for management of the CO Procurement Unit, effective delivery of procurement services to obtain the best value for money. The Procurement consultant manages the CO procurement and provides solutions to a wide spectrum of complex issues related to procurement. The Procurement consultant promotes a collaborative, client-focused, quality and results-oriented approach in the Unit.

The Procurement consultant provide strategic support and professional knowledge transfer to the staff of the Procurement Unit. through adequate operational knowledge and extensive practical experience and demonstrate an outstanding capacity to innovate, inspire, improve performance and respond to the needs of clients in a sustainable manner. The Procurement consultant wspeorks in close collaboration with the Programme Management Support, Operations, Programme and project teams in the CO, UNDP HQs staff and Government officials to successfully deliver procurement services

DUTIES AND RESPONSIBILITIES

1. Ensures implementation of UNDP operational strategies focusing on achievement of the following results:

· Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies; elaboration of the effective internal control, proper design and functioning of a client-oriented procurement management system

· Elaboration and implementation of cost saving and reduction strategies.

· Conceptualization, elaboration and implementation of contract strategy in the CO including tendering processes and evaluation, contractor appraisal, evaluation and negotiation of offers, management of the contract and contractor, legal considerations and payment conditions, risk assessment.

· Conceptualization, elaboration and implementation of strategic procurement in the CO including sourcing strategy, supplier selection and evaluation, quality management, customer relationship management, e-procurement introduction and promotion, performance measurement.

· Elaboration and implementation of cost saving and reduction strategies including, but not limited to, accessing/creation of Long-Term Agreements (LTAs) as well as drawing on existing rosters.

1. Provide strategic advice and guidance for the implementation and management of procurement processes for CO, NIM/DIM projects, specifically the Govt-financed projects, focusing on achievement of the following results:

· Timely and proper preparation of procurement plans for the office and projects, establishment of the deadlines, uploading them into the PROMPT (online procurement planning platform of the Regional Bureau) and monitoring of their implementation.

· Establishment and implementation of proper monitoring system and control of procurement processes including organization of RFQ, ITB or RFP, receipt and evaluation of quotations, bids or proposals, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulations.

· Certification of case submissions to the Contract, Asset and Procurement Committee (CAP), the Regional Advisory Committee on Procurement (RACP), and the ACP in Headquarters, as may be required by procurement cases.

· Elaboration and implementation of the internal control system which ensures that Purchase Orders (PO) are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems.

· Management of the implementation of the procurement processes monitoring system and mechanisms, and coordination with other teams whose work impact the procurement process, to eliminate deficiencies in procurement.
