Expression of Interest are invited for Procurement and Installation of Solar Power Equipment.

1. INTRODUCTION
The Federal College of Agricultural Produce Technology. Kano is established with a mandate to train middle level manpower in Agricultural Produce Technology using Dynamic Training Curriculum, Modern Infrastructural Facilities based on best-in-class practices. The College is hereby inviting interested, competent and reputable Contractors, Suppliers and Service Providers with relevant experience and good track record to make submission for the execution of the following Projects under the College’s 2018 Capital Appropriation Funds.

3. ELIGIBILITY REQUIREMENTS
(a) Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC2 and CAC7;
(b) Evidence of Company Income Tax Clearance Certificate for the last three (3) years (2016, 2017 & 2018) expiring on 31 December, 2018, with minimum average annual turnover of N10million;
(c) Evidence of current Pension Compliance Certificate valid till 31 December, 2018;
(d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31 December, 2018;
(e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31 December, 2016;
(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 1/1/2020 or valid Certificate issued by BPP.
(g) A sworn affidavit specifying that the company is not in receivership, insolvent or bankrupt none of the Directors has been convicted in any court for any criminal offence, including fraud and any financial impropriety; and that no officer of the relevant committees of the Federal College of Agricultural Produce Technology or the Bureau of Public Procurement is a former or present Director or Shareholder or has pecuniary interest in the bidder, and confirming that all information presented in its bid are true and correct in all particulars;
(h) Company’s Audited Accounts for the last three (3) years -2015, 2016, 2017 certified by a Professional Accounting /Audit firm;
(i) Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
(j) Company Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic and Professional qualifications
(k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last Five (5) years including Letters of Awards, valuation Certificates, Job Completion Certificates and Photographs of the projects;
(l) List of Plants / Equipment with proof of Ownership / Lease (where applicable),
(m) All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Heed paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC). Contact Address, Telephone Number (preferably GSM No), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm.

4. COLLECTION OF TENDER DOCUMENTS (GOODS & WORKS)
Interested companies are to collect the Standard Bidding Document (SBD) from the office of the Head of Procurement. FCAPT, Kano on evidence of payment of a non-refundable fee of N10. 000.00 per lot, paid into i account in any commercial bank. Interested firms in Consultancy Services will not pay at this stage until after short-listing

5. SUBMISSION OF TENDER DOCUMENTS (GOODS & WORKS)
Prospective bidders are to submit bid for each of the Lot desired two (2) hard copies each of the technical and financial bids with softcopy of financial bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as ‘Technical Bid’ Thereafter, put the two sealed envelopes together in a tagger sealed envelope addressed to Registrar. Federal College of Agricultural Produce Technology Kano and clearly marked with (the name of the protect and the lot number) Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box in the Registrar’s Office not later than 12 00 noon on Monday 29 April, 2019.

6. SUBMISSION OF EXPRESSION OF INTEREST (EOI)
Interested firms are to submit two (2) bound of Expression of Interest (EoI) documents separated by dividers and arranged as indicated above. The document should be submitted in a sealed envelope and addressed to the Registrar Federal College of Agricultural Produce Technology. Kano and clearly marked with (the name of the project and the Lot/number) Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box in the Registrar’s Office not later 12:00 noon on Monday 25 March. 2019

7. OPENING OF BIDS (GOODS & WORKS)
The technical bids will be opened immediately after the deadline for submission 12 00 noon on Monday 29 April. 2019 at the College Students Centre in the presence of bidders or their representatives while the Financial bids will be kept unopened. Only pre-qualified bidders at technical evaluation would be invited at a later date for financial bid opening, while the financial bids of unsuccessful bidders would be returned un-opened Please ensure that you sign the bid Submission Register in the office of the Registrar as the FCAPT Kano will not be held liable for misplaced or wrongly submitted bids All enquiries should be directed to Registrar FCAPT, Kano Attention. 8. OPENING OF EOIS
The EOI documents will be opening immediately after the deadline for submission at 12:00 noon on Monday 25 March, 2019 in the College Student Centre in the presence of bidders or their representatives. Only short-listed firms at EOI Evaluation would be invited at a later date for collection of Request for Proposals. Further information is as contained in paragraph 7 above.

9. GENERAL INFORMATION
(a) Bids must be in English Language and signed by an official authorized by the bidder;
(b) Bids submitted after the deadline for submission would be returned un-opened;
(c) All cost will be borne by the bidders;
(d) Successful Bidders for EOI will shortlisted and published and invited for collection of RFP
(e) The FCAPT, Kano is not bound to pre-qualify or shortlist list any bidders and reserves the right to annual the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
