Tender Details

Tenders are invited for Invitation for Procurement and Installation of Solar Power Backup, Inverter System, And Generator to Support the Offices of the Accountant General and Budget Monitoring and Evaluation in Cross River State.

1. The Cross River State Government of Nigeria has received a grant from the European Union and managed by International Development Agency (IDA) towards the cost of Cross River State and Local Governance Reform (SLOGOR) Project, and intends to apply part of the proceeds of this grant to payments under the Contract for the Procurement and Installation of Solar Power Backup, Inverter System and General to Support the Offices of Accountant General and Budget Monitoring and Evaluation in Cross River State.

2. The Cross River State Government through the State and Local Governance Reform (SLOGOR) Project now invites seal bids from eligible and qualified bidders for the supply of the followings:
Procurement and Installation of Solar Power Backup, Inverter System and Generator to Support the Offices of Accountant General and Budget Monitoring and Evaluation in Cross River State.

3. Bidding will be conducted through the National Competitive Bidding (NCB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loan and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

4. Interested eligible bidders may obtain further information from Cross River State and Local Governance Reform Project (CRSLOGOR), at the address below and inspect the Bidding Documents at the address given below from 9 a.m. to 4 p.m Mondays through Friday, except on public holidays.

5. Qualifications requirements include:
(a) Evidence of previous contracts on supply, delivery, and installation of Solar Power Backup and Inverter Solutions for last five (5) years. Completion certificates of such contract must be accompanied with bidder’s bids.
(b) Audited financial statements for the last 3 years to demonstrate the financial capability of the Bidder in terms of profitability and adequate working capital
(c) A Statement of Undertaking that if bidder is selected, the selected bidder commits to use its resources to mobilize, supply, install and complete delivery of the solution within 45 Days from Date of notification of Award.
(d) Certificate of incorporation and company profile.

6. A margin of preference for eligible national contractors shall not be applied. Additional details are provided in the Bidding Documents.

7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of N50, 000.00 (Fifty Thousand Nairn only). The method of payment will be in Bank Draft payable to Cross River State and Local Governance Reform Project. The Bidding Document will be collected by the representative of the Bidder or by courier services on request.

8. Bids must be delivered to the address below at 10:00 noon on or before 16 March, 2020. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person, at the address below at 12:00 noon. 16 March, 2020.

All bids must be accompanied by a Bid Security of not less than 3% of the total bid price.
