Tenders are invited for Procurement of Air conditioners.

3. REQUIREMENT/ELIGIBILITY CRITERIA
Interested Contractor, Suppliers and Service Providers are required to submit the following
i. Evidence of Certificate of incorporation with the Corporate Affairs Commission (CAC) Including CAC and CAC 7
ii. Evidence of Company Income Tax Clearance Certificate for the last three years 2016, 2017 and 2018 valid till December 2019:
iii. Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2019
iv. Evidence of current Pension Compliance Certificate valid till 31stDecember, 2019
v. Evidence of current Nigerian Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December 2019
vi. Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 1/1/2020 or valid Certificate issued by BPP
vii. Comprehensive Company Profile with the Curriculum Vitae of key staff to be deployed for the project, including copies of their Academic/Professional qualifications in case of Construction: COREN, SRBN, ARCON, CARBON etc.);
viii. Verifiable documentary evidence of at least Three 3) similar Jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates and Photographs of the Projects
ix. List of Plants/Equipment with Proof of Ownership/Lease (where applicable)
x. For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (all the eligibility requirements are compulsory for each partner);
xi. Evidence of financial capability to execute the Projects Including reference Letter form a reputable Commercial Bank indicating willingness to provide credit facility for the execution of the project when needed
xii. Company’s Audited Accounts for the last three (3) years 2016, 2017 and 2018
xiii. Name, email address and telephone number of contact person for the project;
xiv. A Sworn Affidavit disclosing whether any Officer of the relevant committees of the National Space Research and Development Agency or the Bureau of Public Procurement is a former or present Director, Shareholder or has any pecuniary interest in the Bidder to confirm that all information presented in its bid are true and correct in all particulars;
xv. All documents for submission must be transmitted with a Covering/Forwarding Letter under the Company/Firm’s Letterhead Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.) and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the Authorized Officer of the Firm.
xvi. Any other information that will further enhance the qualification of the company For Mapping/Satellite Imaging and related Services Contractors/Service Providers must be registered with National Space Research and Development Agency (NASRDA), the Repository of Satellite Images over Nigeria as required by the Law.
xvii. For Motor Vehicle Procurement, only Companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of Vehicles or their authorized representatives should bid for the procurement.

4. COLLECTION OF TENDER DOCUMENTS
Tender documents are obtainable from the office of the Deputy Director, Procurement and Projects, National Space Research and Development Agency, Abuja upon the payment of non-refundable tender processing fee of N 1000000 Ten thousand naira) only per Lot, to NASRDA TSA Account
NOTE; Revenue Reference Number (RRN) should be generated at the Account Section of the Agency to enable payment into the Agency’s Remita Account in any Commercial Bank.

5. SUBMISSION OF TENDER DOCUMENTS
Prospective Bidders are to submit Bid for each of the Lots desired, two (2) hard copies each of the Technical and Financial Bids with soft copy of the Financial Bid only in MS Excel format, packaged separately in sealed envelopes and clearly marked as “Technical Bid” and “Financial Bid”. Thereafter, put the two sealed envelopes together in a bigger sealed envelope addressed to the: Ag. Director-General/ CEO, National Space Research and Development Agency, Pyakasa Junction, Airport Road, Lugbe Abuja and clearly marked with the name of the Project and the Lot number. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and dropped in the designated Tender Box in the Office of the Deputy Director, Procurement and Projects, NASRDA Headquarters, Abuja not later than 12:00 noon of Tuesday 22nd October, 2019

6. BID OPENING
The Technical Bids will be opened immediately after the deadline for submission (12:00 noon on Tuesday 22nd October2019) in the Prof. Boroffice Ajayi Conference Hall, NASRDA Headquarters Abuja, in presence of the Bidders or their Representatives as well as Civil Society Organizations. While the Financial Bids will be kept un-opened. Please ensure that you sign the Bid Submission Register in the Office of the Deputy Director, Procurement and Projects, Ground Floor, Admin Building, NASRDA Headquarters Abuja, as the Agency will not be held liable for misplaced or wrongly submitted bids.
Only firms whose technical bids fulfill the minimum requirements would be contacted for the financial bid opening exercise.

7. IMPORTANT INFORMATION
• The Agency reserves the right to authenticate all claims made by any contractor in its submission
• Failure to provide any information required may lead instant disqualification
• Expression of interest should not be construed as commitment on the part of the Agency
• It shall not entitle any contractor to make any clan whatsoever or seek any remedy/indemnity from the Agency by virtue of such company having responded to the advert
• No contractor should bid for more than one (1) LOT in a section, and not more than 2 (Two) projects overall.
• Preference shall be given to Nigerian Companies in line with the Presidential Executive Order 5 for the promotion of Nigerian Content in contracts relating to Science, Technology and Engineering

8. DISCLAIMER
The National Space Research and Development Agency will not be responsible for any cost or expenses incurred by any interested party in connection with any response to this invitation. The Agency is not bound to pre-qualify any Bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement Act 2007.
