Tenders are invited for Preselection of Firms or Study Offices for the Performance of the Half-Year Audits of the Joint Program Minsante / Afd / Kfw for the Years from 2018 to 2020.
As part of the Health Sector Strategy 2001-2015, the Ministry of Public Health, with the support of its Technical and Financial Partners (TFP) AFD and KFW, set up the "Joint Program MINSANTE / AFD / KFW Or "Joint Program") whose main objective is to contribute to improving the health of Cameroonian populations (with a focus on the most vulnerable, particularly pregnant women and children). This program is continuing under the ongoing Sectoral Health Strategy 2016-2027 and is jointly funded by C2D and KFW for 57.5 M € (37.7 billion FCFA).
The C2D is the Debt Reduction and Development Contract (C2D) signed on June 22, 2006 between Cameroon and France, supplemented by the Framework Agreement signed on July 4, 2006 between Cameroon and AFD. An Assignment Agreement No. CCM 6016 01 L (hereinafter referred to as the "AFD Agreement") signed by the latter two on May 21, 2009, provides for a maximum amount of thirty-five million euros (35, 000 000 Euros) or twenty-two billion nine hundred and fifty-eight million four hundred and ninety-five thousand CFA francs (22, 958, 495, 000 FCFA) to the Joint Program MINSANTE / AFD / KFW.
In accordance with the agreements concluded between the Government of the Federal Republic of Germany and the Government of the Republic of Cameroon (Beneficiary), through a BMZ Financing Agreement No. 2006 66 172, the KFW (German Development Bank) signed the November 19, 2009 with the latter a convention called "KFW" or called "Separate Agreement KFW", bringing an amount of up to twenty-two million five hundred thousand euros (22 500 000 Euros), or fourteen billion seven hundred and fifty-nine million thirty-two thousand five hundred francs CFA (14, 759, 032, 500 FCFA), to the financing of the Joint Program MINSANTE / AFD / KFW.
The funds of the Joint Program are mobilized through annual budgeted Work Plans (PTAB) approved in advance by the three partners (Ministry of Public Health, AFD and KFW) and, on the basis of funds (funds) formally addressed to AFD and KFW in accordance with established procedures and subject to certain conditions. One of the conditions is the realization of half-yearly audits before any replenishment of funds. The amounts requested and authorized are paid into a special dedicated bank account opened at the CAA, according to the distribution key of 63% for the AFD and 37% for the KFW.
The Ministry of Public Health, AFD and KFW have delegated the monitoring of the Joint Program to the Coordination Unit of C2D Health 1 and the Joint Program (CU). The UC is assisted by an International Consultancy Office HERA-GFA-AGESFO which is part of the institutional set up of the Joint Program and which is integrated within the unit. This International Consultancy has been contracted and is financed directly by KFW on its contribution.
