The Government of Liberia has received financing from the World Bank toward the cost of the Liberia Renewable Energy Access Project (LIRENAP) and intends to apply part of the proceeds toward payments under the Contract for Supply and Installation of 33/0.4kV Distribution Network for the Lofa County Mini Grid. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method and Special Commitment Method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.

Qualification Requirements includes:
a) Minimum average annual turnover in supply & installation of electricity
transmission and or distribution network equipment and materials of US$6.0 million,
calculated as total certified payments received for contracts in progress or
completed, within the last three (3) years;
b) Bidders must have successfully completed at least two similar supply and installation
contracts within the last five (5) years, of similar nature and complexity, each with a
value of at least US$4 million. At least one of the contracts must have been carried out
in rural communities of a South Sahara African country with conditions similar to
Liberia.
c) Additional qualification details are provided in the Bidding Document.

4) Interested eligible bidders may obtain further information from the Rural and Renewable
Energy Agency and inspect the bidding documents at the address stated below from 0900
to 1700 hours, Monday to Friday excluding public holidays. More information on how to

5) A complete set of bidding documents in English may be purchased by interested bidders
upon the submission of a written application to the address below and upon payment of a
non-refundable fee of US Dollars One Hundred Fifty (US$150.00). The method of payment
will be a direct payment into Rural Energy Fund Account No: 53030030000064 Swift
Code No. UNAFLRLM held with United Bank for Africa (UBA) Liberia or at the
Finance Department of RREA and submitting the payment advice as evidence to collect
the Bid Documents. The document will pick up from our office. An additional amount will
be charged for deliveries by courier.
