Planning, construction and operation of a modular Real-time early warning system with sensor network, data platform and data forecast model for flood, heavy rain and drought events in the area of the ARGE Solidarischer Flood Protection e.V. The ARGE Solidarischer Flood Protection e.V. intends to Procurement of a modular digital early warning system for the early detection and forecasting of flood, heavy rain and drought events in the ARGE area. The system is intended to include a sensor network in the field, a central data platform, include a digital situation and data forecast model as well as a multi-channel warning and communication system. Procurement takes place in two service phases: 2.1.Performance phase 1 - system construction and test operation Conception and planning of the System architecture Building a sensor network Setting up the data platform and interfaces to existing data sources Test operation and validation of system functionality 2.2.Performance phase 2 - data forecast model supported analysis, forecasting and Expansion Development and integration of a data forecast model to evaluate the sensor data Use of machine learning methods to improve forecasts of heavy rainfall, runoff and flood developments Transition to permanent operation as well Maintenance and further development of the system.
