Tenders are invited for Pavement Rehabilitation of the a06 Moshoeshoe Road (4.0 Km) and a07 Kofi Annan Road (20 Km).

The Roads Directorate wishes to invite tenders for the Pavement Rehabilitation of A06 Moshoeshoe Road (4km) and A07 Kofi Annan Road (20 km). The project is comprised of the pavement rehabilitation works, resurfacing, repair of drainage structures, erosion protection works, maintenance of road furniture, road marking and formalizing of some intersections as specified in the Tender Documents. The Tender Documentation includes the Bidding Document, Drawings and Bill of Quantities which shall be used as the basis for tendering and award. The General Conditions of Contract for the works shall be, “FIDIC Conditions of Contract for Construction, Second Edition 1999.”

2. Sealed tenders are invited for eligible legally registered companies for the said roads pavement rehabilitation works. The invitation is open to Roads Contractors of Category A (registered with Roads Directorate in the Case of Local Contractors) and International Contractors who possess and can demonstrates satisfactory capacity and experience in works of a similar nature and magnitude are eligible to tender.

3. All Tender submission must be accompanied by:

a. A valid Tax Clearance Certificate certified at source

b. A valid Trader-s License certified at source

c. Tender Security/ Guarantee of M100 000.00 (One Hundred Thousand Maloti Only) in the form of Bank Guarantee addressed to “Roads Directorate”

d. Power of Attorney

Failure to furnish one of these documents will result in disqualification of the tender.

4. Tender Documents shall be available at a non-refundable fee of Three Thousand Five Hundred Maloti Only (M 3500.00) which shall be paid by transfer or deposited in the following Bank Account: Roads Directorate Operating Revenue Account, Account No. 021000067633, Swift Code: NEDLLSMx, Branch Code: 390161, Nedbank Lesotho and proof thereof be presented to Roads Directorate. Facility shall be made available for purchasing of the tender documents by POS/Swiping at the Finance Division (Room G03) Roads Directorate Headquarters. Tender Documents will be available from Thursday, 02nd March 2023, from 08h30 to 16h30 at the physical address provided. An electronic copy shall be mailed to interested bidders who bought the hard copy.

5. A compulsory pre-tender briefing and site visit have been organized on Thursday, 2nd March 2023 and assembly point will be at Roads Directorate Headquarters Ground Floor Board Room at 09h00. It will be the responsibility of each tenderer to ensure that his/her attendance is recorded by the Engineer before the start of the site visit. All tenderers are expected to provide their own transport to and from site.

6. Completed Tender documents (one original & two copies and soft copy submitted with the memory stick) are to be enclosed in the plain sealed envelopes bearing no identification of the Tenderer and marked as follows: “Tender for Pavement Rehabilitation of A06 Moshoeshoe Road (4.0 Km) and A07 Kofi Annan Road” and must be deposited in the Tender Box at the Ground Floor next to the Procurement Office (Room G11) of the Roads Directorate on or before Thursday, 30th March 2023 on or before 12h00. Late Bids will be rejected.

7. Tenders opening will be on the same date, Thursday, 30th March 2023 at 14h30 by the Roads Directorate-s Tender Board, in the presence of the Tenderers or the representatives who choose to attend (only one representative from each company will be permitted to attend the opening session). Tenders may obtain further information and seek for clarifications from the following address and office during normal working hours (08h30 to 16h30).
