Expression of Interest are invited for Oil Sector Consultant.
1. INTRODUCTION
The goal of the African Natural Resource Centre (Centre) is to help maximise the development outcomes derived from African natural resources. This is done by providing independent advice and technical assistance to Regional Member Countries (RMCs) in order to ensure sustainable development and management of natural resources, while increasing the impact of the Bank Group’s activities in the sector. Its activities cover both renewable and non-renewable natural resources.
The following pillars (core functions) underpin the scope of work of the African Natural Resources Centre:
i) Advisory services and technical assistance to RMCs
ii) Capacity building of Natural Resource Management (NRM)
iii) Knowledge generation on NRM
iv) Advocate sustainable development of African Natural Resources.
2. POSITION INFORMATION:
Reporting to the division manager, Extractive resources division, the incumbent shall provide assistance to the department in collecting and analysing data, conducting literature review and research to inform the Centre’s policy development, preparing reports and presentations and providing support to the organisation of knowledge and advocacy events.
3. DUTIES:
The duties of the oil sector consultant will include;
a)Assisting in the designing of solutions and programs of support to capacitate RMCs,
b)Involvement in coordinating advisory work on oil regulatory matters, including policy, legal and institutional structures,
c)Provision of technical advice on negotiations of oil development projects between RMCs and investors,
d)Directing technical aspects of work programs delivered by experts and external consultants,
e)Documenting global trends in the oil sector policies to guide in governance of the sector,
f) Collaborating with other Centre and Bank staff to benchmark policy formulation in order to assist RMCs strengthen institutional know-how,
g)Assisting in the identification of potential areas of support to RMCs and designing appropriate interventions,
h) Supporting the preparation of Departmental knowledge events, seminars and workshops
i) Collection of data pertaining to oil sector and its analysis.
j) Performs other tasks as assigned by the supervisor
4. MANAGEMENT/SUPERVISION OF THE CONSULTANCY
The Consultant will work under the overall guidance of the Extractives Division and the immediate supervision of the Division Manager.
5. DURATION OF THE ASSIGNEMENT:
The consultant will work on a fulltime basis for a period of six months.
6. REQUIRED QUALIFICATIONS AND EXPERIENCE:
i) A minimum of a Master’s degree in the petroleum sector, including; petroleum policy, petroleum engineering, petroleum economics or related disciplines,
ii) A minimum of 10 years relevant work experience in the oil industry, regulatory environment, international organizations or a Think-Tank with a focus in the sector,
iii) Knowledge of the oil sector regulatory environment and regional initiatives in the sector,
iv) Knowledge of the various stages in the oil economic value chain,
v) Knowledge of commercial and technical aspects of the oil sector, practical knowledge of at least one of the disciplines specified under qualifications,
vi) Knowledge of principles of good governance,
vii) Excellent written and verbal communication skills in English/French and a working knowledge of the other language,
viii) Work competency in the Bank standard software (Word, Excel, Access, and PowerPoint).
7. REMUNERATION OF THE ASSIGNEMENT:
The Consultant will be hired for a period of six (6) months and paid a lump sum per month following the schedule and conditions to be negotiated with the Centre. The consultancy will take place in Abidjan, Côte d’Ivoire and requires regular full time presence in the Bank’s offices. Field missions might occasionally be required. In such case, cost of travel and per diem will be covered in line with Bank’s rules.
