UNICEF is seeking qualified companies to provide services as indicated in the attached Terms of Reference.PurposeThe Operational Research (OR) component of the NutriNorte Programme is designed to generate actionable evidence that informs and strengthens the implementation, effectiveness, and sustainability of the programme-s intervention packages over its lifecycle (2025-2027/8).This OR responds to key lessons learned from the PROMOVE Nutrição programme, which faced limitations in adaptive learning and the use of data for real-time programmatic adjustments. By addressing these gaps, the OR aims to:• Support evidence-based decision-making• Enable adaptive learning throughout implementation• Inform future scale-up and policy development• Promote evidence-driven advocacy and foster policy dialogue to enhance programme alignment with national priorities
