General Procurement Notice for NGOs for Strengthening Specific and Nutrition-Sensitive Interventions and Early Simulation Activities Using Community Strategies (Communication Agency) as Well as Income-Generating Activities will be Selected on the Basis of a Shortlist of National NGOs, in Accordance with IDB Procedures and According to the Quality and Cost-Based Selection (Sfqc)/Lc Method.

The project will include the following components:



Component 1 : Nutrition and early childhood development interventions


This component includes two (02) sub-components:



Sub-component 1.1 Community mobilization and establishment of FRANCs



This will be:



Renovate the FRANCs space through small renovations;
Acquire anthropometric equipment to monitor the child's growth;
Recruit NGOs as Local Executing Agencies (LEAs).


Subcomponent 1.2 Strengthening specific and sensitive community-based nutrition interventions



This will be:

Equip Additional Nutritional Units;
Acquire equipment and inputs for creating vegetable gardens;
Acquire equipment and inputs for small livestock farming;
Acquire multiple micronutrients for children aged 6 to 23 months;
Small projects to rehabilitate drinking water access systems (connecting households to the drinking water distribution network);
Recruit NGOs for community communication and social mobilization activities;
Recruit NGOs for hygiene promotion activities;
Recruit NGOs for strengthening specific and sensitive nutrition interventions and early simulation activities using community strategies (communication agency), income-generating activities;
Recruit a consultant for gender-sensitive interventions;
Recruit a consultant to implement the strategy for strengthening nutrition services in health centers and in social and educational structures.


Component 2 : Nutrition leadership and coordination


This component includes the following sub-components and activities:



Sub-component 2.1 Support for SE CONNAPE



Integrated Nutrition and Early Childhood Development Project Nutrition (PINUT-DPE), attached to SE CONNAPE, is the Project Management Unit (PMU). The skills and capacities of the PINUT-DPE were assessed to ensure the interface with the various IDB experts. Additionally, the project will support the establishment of a twinning program by establishing partnerships with foreign sister institutions.



The project will finance support to the Executive Secretariat of the National Council for Nutrition, Food and Early Childhood Development (SE-CONNAPE) through: i) recruitment of technical assistance to provide support to SE CONNAPE and other institutional support and ii) the recruitment of a consultant to develop a multi-sectoral strategic communications plan.



Subcomponent 2.2 Strengthening regional and local leadership and governance



This sub-component will be implemented through capacity building through training.



Subcomponent 2.3 Monitoring and Evaluation, operational research, information systems and knowledge management



This will involve: i) Recruiting a service provider for the LQAS surveys, ii) Recruiting a consultant for carrying out the reference study in the 11 regions, iii) Recruiting a consultant for carrying out the environmental study





Component 3 : Project management




This component exclusively dedicated to the Project Management Unit (PMU) includes the following sub-components:

Sub-component 3.1 Procurement of goods
Subcomponent 3.2 Training
Sub-component 3.3 Consulting Services
Subcomponent 3.4 Monitoring and Evaluation
