Please note that this is not a call for tenders but a publication announcing the Contracting authority-s intention to publish a future negotiated low or middle valueprocedure. The ETF works with partner countries to help modernise their qualification systems and develop qualifications relevant to the individual learner and the labour market. The ETF has identified the digitalisation of qualification systems as the priority action opening new opportunities that all countries should have access to. Since 2021, the ETF has worked on developing a conceptual solution of the Network of national qualifications databases aiming to support countries to accelerate the development of their national databases of qualifications and their interoperability, allowing to compare and link national qualifications with those from other countries including EU member states. The solution is linked to ESCO and ELM v3 and is based on an Open Architecture. The scope of this procurement procedure is to support the ongoing project with the following activities: • Produce a training package for experts and policy makers to support autonomous planning and development of national databases. • Support further technical developments and functionalities of the Network conceptual solution.
