The project "Strengthening Multisectoral, Coordinated and Decentralized Environmental Management Capacity to Achieve the Objectives of the Rio Conventions in the Union of the Comoros", co-funded by the Comoros Government, the Global Environment Facility and UNDP, will enable Union of the Comoros to make the best decisions towards the sustainable fulfillment of its global environmental obligations.

This requires that the country has the capacity to effectively coordinate its efforts, and that it implements good practices in integrating global environmental priorities into its planning process. To this end, the objective of this project is to strengthen the multi-sectoral, coordinated and decentralized management of the environment to achieve the objectives of the Rio Conventions. This will be done through 3 linked components.

The first component focuses on strengthening the national institutional framework for environmental governance.

The second component focuses on capacity building at island and commune level, with activities aimed at strengthening municipal governance frameworks, supported by regional (island) institutional strengthening. These two components will use a learning-by-doing approach for capacity building, facilitating the active participation of stakeholder representatives in mainstreaming Rio Convention priorities in improving municipal management plans. .

The third component, initially conceived as having activities under components 1 and 2, focuses on public awareness and environmental education on the strategic value of decentralized governance of the global environment through new and emerging strategies. improved regional approaches to sustainable development.

To this end, the UNDP Office and the Government of the Comoros intend to recruit a national expert to provide technical expertise for the implementation of project activities including components I, II and III of the project.




Duties and Responsibilities

Under the authority of UNDP and the National Directorate for the Environment and Forests (DNEF), the national legal expert must provide technical assistance to the project team, other national consultants and the DNEF, in accordance with the the project's objectives.

The tasks will focus on the implementation of the technical aspects of the project. He (She) will work in close collaboration with the Project Coordinator and the DNEF, he / she is called to fulfill, in a specific way, the following main tasks:

· Execution of project activities that require specialized knowledge of environmental law, including the interpretation of the Environmental Framework Act (ELC) and its amendments;

· The analysis of the LCE;

· Preparation of appropriate technical background studies and facilitation of training on the application of the LCE and relevant information for the implementation of the LCE, with particular emphasis on the articles related to the three RIO conventions namely the Convention on Biological Diversity, Convention on Desertification and Framework Convention on Climate Change;

· The preparation of a note on the status of implementation of the LCE and proposals for the integration of LCE concerns at the local level.

Orientation and technical expertise

Under the supervision of the national project coordinator, and in collaboration with the team of national and international consultants, the legal consultant will:

Contribute to the substantive work of the project by assessing the political and legal implications of national implementation of the Rio Conventions, including collaboration with key agencies and other stakeholder organizations.

Work with the Public Administration expert and others, as appropriate, in the drafting and negotiation of Memorandums of Understanding to share data and information as well as drafting legislation that imposes approval of the Project Steering Committee.
