The Ministry of Education of Liberia requires a consulting firm to support the 2025-26 National Learning Assessment (NLA) for Grades 3 and 6 students across all 15 counties. The selected firm will revise and pre-test literacy and numeracy assessment instruments to align with curriculum updates, provide technical guidance on sampling methodology, conduct comprehensive psychometric and data analysis, and produce assessment reports with stakeholder-specific dissemination materials. The consultancy includes capacity-building activities for MoE staff and will run from November 1, 2025, through July 30, 2026, with deliverables organized in three stages: preparation and framework review, instrument revision and pre-testing, and analysis and reporting of findings.
