Building on the NLA that wascompleted in 2023, the MoE intends to complete a student assessment of numeracyand literacy skills with a nationally representative sample of students ingrades three and six across all 15 counties in Liberia. The assessment willtake place in February and March 2026 and will contribute to the ongoing EXCELfoundational learning project.As part of this effort, one consultancyfirm is supporting the MoE and the World Bank with technical work related toinstrument development, sampling, and analysis. This includes mapping the NLAassessment framework to the revised primary curriculum, revising andpre-testing assessment instruments and contextual questionnaires, developingadministration guidelines, and finalizing the sampling approach. The samepartner will also support data analysis and reporting, as well as capacitybuilding for MoE staff in areas such as instrument design, psychometricanalysis, and dissemination.The selected firm supporting datacollection will work in close coordination with this technical partner and willbe responsible for implementing the fieldwork in partnership with the relevantMoE bureaus. This includes conducting enumerator training, administering theassessments and contextual questionnaires in sampled schools, overseeing dataquality assurance, and delivering clean, well-documented datasets. Enumeratortraining materials and item banks from previous rounds will be made availableto support implementation. In addition, the following deliverables from thetechnical partner will be provided in advance of data collection: revisedassessment instruments, updated contextual questionnaires, administrationprotocols, scoring guides, and a finalized sampling plan.
