BIOFIN provides countries with a methodology that outlines innovative steps for measuring current biodiversity expenditures, assessing financial needs, identifying the most appropriate financial mechanisms, and offering recommendations on how to implement these mechanisms to achieve national biodiversity targets. Within the first phase of BIOFIN, a Biodiversity Finance Plan (hereinafter the Finance Plan) was developed, which includes eight financial solutions covering forestry, hunting management, ecotourism, PAs and agriculture. The second phase of the BIOFIN project in Kazakhstan is aimed at piloting six financial solutions that are part of the Finance Plan: (1) subsidizing game breeding, (2) creating tax incentives for the development of ecotourism, (3) strengthening the capacity of PAs to improve financing, (4) biodiversity loss compensation, (5) carbon offsetting within the national Emissions Trading System (ETS), and (6) attracting foreign investment for the implementation of greenhouse gas sequestration projects in forest ecosyst...
