background

Following the international military intervention in March 2008 that put an end to the secessionist crisis in the Comoros and restored constitutional order on the island of Anjouan, the United Nations Secretary General declared the country eligible for the Peacebuilding (FCP), given its fragile post-conflict situation. Immediately, the United Nations System in the Comoros undertook extensive consultations with all national counterparts (national and island authorities, non-governmental organizations, civil society) to develop a priority plan for peacebuilding in the Comoros. This plan identified four priority areas of intervention, namely security and stability, governance and social cohesion, the employment of young people in precarious situations and women, and strengthening national capacities in peacebuilding. The Fund's international secretariat, the Peace Building Support Office (PBSO), approved the plan and, as a result, allocated $ 9 million for this program, which involved 12 projects implemented between 2008 and 2012.

However, at the end of the first CPF program, the Comorian government submitted a request to PBSO for an extension of the program, stressing that this would be a strong signal and an appropriate response to the shared sense of fragility of the unit and the national cohesion found again. The convincing results of the first program had created new expectations among the population that deserved to be perpetuated and duplicated on a larger scale. Finally, the Comorian government justified its request by invoking the limited capacity of the country to guarantee, on its own, an effective relay and ensure all the achievements of the program. Following this second request, PBSO responded favorably by providing an additional USD 2, 500, 000 for 4 projects, including (i) the Security Reform Support Project in the Union of the Comoros and (ii) National Capacity Building Support Project for peacebuilding implemented by UNDP. Both projects have been operationally closed since December 2015.

Thus, it is in this perspective that UNDP intends to recruit two (2) national consultants (Senior and Junior) to conduct an evaluation exercise of the results of these two (2) projects.




Duties and Responsibilities

Specific context of the two projects:

As mentioned above, the first two projects are implemented under the PBF Bis Program. These are the " Security Reform Support Project in the Union of the Comoros " (RSS) and the " National Peacebuilding Capacity Building Support Project ". Here are the results expected from each of these projects.

For the project of support to the security reform in Union of the Comoros "(RSS):

· The finalization and adoption of the National Security Policy and the National Police Strategic Development Plan, currently under development;

· Securing and improving the living environment in the Ongoni barracks in Anjouan;

· Improving the living and security conditions of the National School of Police;

· The construction of the Central Commissariat of the National Police in Anjouan and two brigades of the National Police in Grande Comore and Mohéli;

· The reintegration of some ex-FGA demobilized and having received the training required for this purpose and

· The training of security forces in good citizenship, respect for human rights and the principles of the rule of law.

For the project Strengthening national capacities in peacebuilding:

· Strengthening the country's institutional and human capacity for peacebuilding;

· The establishment of a political framework of reference for the consolidation of peace and social cohesion;

· capacity development and spaces for promoting dialogue and constructive conflict management; and

· Effective and efficient management of the program including reporting on time.

Objectives of the evaluation

The evaluation will take place over a period of 30 days following a schedule previously discussed by the stakeholders. It aims at the following essential objectives:

Analysis of the design of the 2 projects and their coherence with the national priorities:

· Consistency with the Growth and Poverty Reduction Strategy and with other strategic frameworks adopted by the Comorian Government during the period covered by the projects;

· The relevance and validity of intervention strategies and proposed actions in relation to national and regional contexts;

· The relevance of the objectives, effects and outputs of the projects;

· The conformity of objectives and results with the actual needs expressed by the beneficiaries;

· The degree of satisfaction of the partners with the consistency with the guidance documents;

· The adequacy and coherence of projects in relation to the expected effects of the UNDAF;

· The degree of contribution of the Projects to the achievement of the program products of the CPD, to the realization of the effects of the UNDAF, in relation with those of the CPRS.

Evaluation of the performance of the project results in relation to the following points:

· Achievement of project objectives and results against SCP forecasts and other relevant national documents;

· The relevance and efficiency of the projects carried out;

· The choice and implementation of the strategic approach;

· Other unforeseen results that would be obtained or to which these projects would have contributed;

· The possible negative effects that the implementation of these projects would have contributed to creating or strengthening;

· The monitoring and evaluation system;

· The role and support of the UNDP Regional Centers and the UNDP country office, in the implementation of the Projects and areas where they should improve their relevance;

· Constraints and opportunities identified.

Evaluation of the sustainability of acquired knowledge:

· The degree of participation and ownership of stakeholders and beneficiaries;

· The contributions of projects for the capacity building of its beneficiaries and local partners (public institutions, youth, grassroots associations, etc.) in order to enable them to effectively support the process of sustainability;

· The degree of ownership of project achievements at the local level, including tools and benchmarks developed in the framework of projects;

· The replication potential of the experiments conducted.

Identification of lessons learned

· Identifying lessons learned and best practices ( strengths and weaknesses );

· Identification of key lessons in priority thematic areas and positioning that can provide a useful basis for strengthening UNDP and its support to the country and for improving the performance, results and effectiveness of the program in the future;

· Through in-depth thematic evaluation, present country-level best practices for learning and replication.

Evaluation of the consideration of equity and gender equality:

· Progress in mainstreaming gender in project implementation;

· The contribution of the implementation of these projects to the promotion of gender equality and the empowerment of women, including the participation of women in decision-making and the emergence of mechanisms for inclusion;

· Recommendations on the best approaches to improve gender equality for future planning.

Justification

The final evaluation of these two (2) projects will aim to measure the level of results achieved and impacts against the specific objectives included in these projects. To do this, it will cover essentially four aspects: the relevance, efficiency, effectiveness and sustainability of its achievements. In addition, it should provide lessons and recommendations for sustaining achievements, supporting design and facilitating the development of country office planning support projects and programs in the country. framework of the PCD 2018-2022.

Key questions

The analysis will focus on the relevance, performance, success, impact and sustainability of the results achieved. According to the CPD, the activities and results should be sensitive to gender issues and participation. Evaluators will need to ensure that both aspects have been taken into account. The evaluation will also focus on analyzing partnerships and synergies with already existing structures and actors. At this level, the analysis will focus on:

· The relevance of the partner portfolio of the projects concerned (types of partners, convergence of their own missions with the objectives and approaches of the projects);

· The level of inputs provided by the various local partners (government, grassroots associations, etc.) and the effectiveness of these contributions in achieving the results;

· Modes of collaboration and synergies with these partners to achieve results;

· The constraints of the partnership, the solutions provided and the areas for improvement.

More specifically, the evaluation will cover the aspects defined below which are not exhaustive. It is :

· The design and relevance of the projects;

· The execution of projects;

· Partnership and synergies with existing players

· The results and their visibility;

· The perpetuation.

Tasks of the consultants / Conduct of the evaluation

Two national experts ( one senior and one junior ) will be responsible for the evaluation. The Senior Expert will be the Head of Mission. During the mission, the participation of different partners at all levels is highly recommended
