Tender Details

Tenders are invited for National Consultant to Coordinate and Support Unicef Humanitarian, Development and Peacebuilding Programmes in the 3 Jebel Marra Localities of Central Darfur for 11.5 Months.

Sudan is a huge country, more than four times the size of Sweden and the third largest in Africa—even after South Sudan was carved out in 2011. Sudan has a lot of land and resources, a population of 40 million and a history that predates the Nubian kingdoms established along the Nile River around 4, 000 BC.

Sudan’s children make up half of the total population, and the past two decades have seen their lives improve. Fewer boys and girls are dying before their fifth birthday. Primary school attendance is increasing. Immunization coverage is high and the country remains polio free.

Still, millions of children continue to suffer from chronic conflict, from seasonal natural disasters and disease outbreaks, from under-investment in basic social services. Sudan ranks as one of the worst in the world for malnutrition, and three million of its school aged children are not in the classroom.

How can you make a difference?

the Emergency Consultant will support coordination, planning, implementation and monitoring of UNICEF humanitarian, development and peacebuilding programmes in the three Jebel Marra localities.

· Specific Tasks

· · Coordinate and provide support to the development, implementation and monitoring of UNICEF humanitarian, development and peacebuilding activities in the 3 Jebel Marra localities

· Develop annual and quarterly plans for implementation and monitoring of UNICEF programmes in close consultation with programme officers in Zalingei, Geneina and the CFO

· Coordinate and provide support to government and NGO partners for timely and efficient implementation and monitoring of planned activities

· Participate in joint interagency assessments to identify vulnerable populations, their needs and priorities in a timely manner

· Contribute development to of emergency preparedness and response plans by UNICEF and interagency partners to address the needs of populations affected by humanitarian crises

· Coordinate and support implementation of short surveys, assessments and mapping of services in collaboration with partners

· Participate in coordination meetings with government, UN and NGOs at the locality level

· Conduct joint and/or independent monitoring of UNICEF-supported activities by implementing partners

· Advocate with government and local authorities for humanitarian access and to promote humanitarian principles

· Prepare and submit assessment, monitoring and progress reports to field office on regular basis

· Assist with management, prepositioning, delivery and monitoring of supplies provided by UNICEF to partners

· Key deliverables:

The Emergency Consultant will provide monthly progress reports with the following details:

· Most recent update on the situation in Jebel Marra with a focus on humanitarian emergencies

· Completion of any UNICEF or joint assessments or surveys conducted and response plans developed

· Update on progress in implementation and tracking of emergency response plans and routine programmes

· Coordination and advocacy in meetings with government, UN, NGOs and local communities

· Update on supply needs, prepositioning and delivery

To qualify as an advocate for every child you will have…

· · A University degree in one of the following fields: social sciences, public administration, law, public health, nutrition, international relations, business administration or other related disciplines. Advanced degree in one of the mentioned disciplines is an asset.

· Preferably a combination of management, administration, and relevant technical fields

· Minimum 5 years’ professional experience in humanitarian and development programming and implementation at the field level

· Previous experience in emergency preparedness and response, transition settings and peacebuilding. Experience in Darfur will be an added advantage.

· Knowledge of the latest developments and principles of humanitarian action and international humanitarian law

· Fluency in writing, reading and speaking English and Arabic.

· Strong negotiating, communication and advocacy skills.

· Computer skills, including various office applications.

· Ability to work and live in difficult environment.
