The mission consists of supporting the development and implementation of a coherent national communication system for early warning systems (EWS) in Djibouti, through the development of a national communication strategy, an alert protocol and of standardized operating procedures (SOP). The national consultant will work in close collaboration with an international consultant and national stakeholders to ensure the adaptation of the tools to institutional realities, sociocultural and linguistic aspects of the country. He/she will contribute in particular to the conduct of multi-stakeholder consultations, the analysis of existing systems, the formalization of alert communication frameworks and the development of suitable supports. to communities, taking into account the principles of inclusion, gender and accessibility. The mission also covers support for the operationalization of alert communication mechanisms, including content production, coordination with institutional and community stakeholders, as well as the implementation of pilot tests and the capitalization of feedback to improve the effectiveness of the systems.
