According tothe Tracking SDG 7 Report, only 51percent of the total population had access to electricity in 2023.Electrification in rural areas is managed by the Directorate of Rural and LocalElectrification under the Ministry of Energyand Water (MINEA), and it faces evident constraints due to the dispersednature of rural communities and a lack of planning and investment capacity. Toaddress these issues, the Government of Angola has established a long-termstrategy, “Angola Energia 2025”, to promote sustainable development foreconomic growth and the well-being of Angolans by strengthening the energysector. On the demand side, the government plans to invest in grid expansion, aiming to reach a load of 7.2 GW, supplying electricity to 60% of thepopulation by 2025. Also, the Angolan government intends to increase the shareof renewable energy sources to 70% of its installed capacity, with a focus ondeploying off-grid solar systems in rural areas. Although households currentlyrely on diesel generators as the primary source of energy, demand for alternativeenergy solutions is expected to rise due to increasing fuel and electricityprices, driven by reduced government subsidies. ENERGY SURVEYBASED ON THE MULTI-TIER FRAMEWORK The Electricity Sector Management Assistance Program of the World Bank(ESMAP-World Bank), in consultation with multipledevelopment partners, developed the Multi-Tier Framework (MTF) tomonitor and evaluate energy access by following multi-dimensional criteria. The MTF redefines energy access by replacing the traditional binarycount with amulti-dimensional definition as “the ability to avail energy that is adequate, available when needed, reliable, of good quality, convenient, affordable, formal, healthy and safe for all required energy services across households”.Based on this definition, the MTF approachmeasures different levels of energy access provided by any technology or fuel.
