Expression of Interest are invited for Monitoring, Evaluation and Learning (MEL) Capacity Building Program.
As responsible for the implementation of the Monitoring, Evaluation and Learning (MEL) Platform of the United States Agency for International Development in Mali (USAID/Mali), Social Impact (SI) is responsible for strengthening the monitoring and evaluation (M&E) capacities of local structures, in accordance with USAID policy relating to localization.
Subject to the availability of funds and the level of demand for services, the USAID Mali MEL Platform is seeking local structures in the field of Monitoring & Evaluation to participate in a capacity building program in Monitoring, Assessment and Learning (MEL) designed to increase their MEL knowledge, skills and services and improve their abilities to compete effectively for donor funds. KEY STEPS IN THE CAPACITY BUILDING PROCESS
Step 1: Selection of organizations
To identify organizations committed to building their MEL capacity, this call for expressions of interest seeks responses from local assessment structures interested in MEL training and, potentially, through execution of tasks with SI as subcontractors. Structures must have experience in conducting MEL activities at the local level. These may include data collection activities, performance and/or impact assessments, development of monitoring plans, evaluation and learning, development of indicators or other activities linked to the MEL.
SI will review expressions of interest received to verify eligibility and technical qualifications. SI will submit a list of up to five selected structures, along with a rationale for their selection, to USAID for final approval. The review of structures is part of the IS selection process. SI will notify the selected structures of the status of their selection only when they have been approved by USAID.
Step 2: Capacity assessment
Before the start of the training, SI will conduct a capacity assessment of the selected structures using the Technical and Organizational Capacity Assessment Tool (TOCAT), the Non-US Pre Awards Survey (NUPAS) guide for pre-assessment with a view to obtaining grants by organizations of foreign origin (not registered in the USA) and other participatory evaluation methodologies. TOCAT is a process for local implementing agencies to conduct rapid assessments to identify structural strengths and weaknesses with respect to the core functions of a model organization. It includes a series of checklists with questions on different key areas of organizational management (program, financial and technical) designed to generate consensus on the current level of performance and suggestions on how to improve it.
