Tenders are invited for Tunisia: Microplanning Training Consultant, for Libya Country Office-Tunis Outpost.

BACKGROUND :

The Libyan Immunization program is managed and supervised by the National Centre for Disease Control (NCDC) an entity from MOH, independent financially and administratively however implemented by the primary health care offices at the municipality level. Facility based Micro-plans are important for implementing quality immunization program by providing required information on needs for vaccines and required cold chain and capacities to meet the demand at various levels. Currently, the micro plans are available at municipality level overlooking the importance at facility level. The capacity of the supervisors is required to be enhanced to facilitate microplanning with vaccinators at facility level. The Service Availability and Readiness assessment that was done in 2017 by Health Information Center/ MOH in partnership with WHO, recognized a huge demand for training for the vaccinators as they reported that they have not received any training for long time. Moreover, Libya had a Measles outbreak in 2018, which reflects an immunity gap that might be attributed to cold chain vaccine management and microplanning skills. Accordingly, UNICEF has committed to support Libya in improving the quality of its immunization program through the establishment of vaccine cold chain and logistics (CCL) system. The goal for CCL systems is to ‘optimize’ their performance based on three key parameters: accessibility, quality and capacity of the national immunization team, which we decide to start with routine immunization district and health facility microplanning.

The consultant will work in close collaboration with the NCDC/ MOH, UNICEF Country Office and immunization partners, to facilitate the following:

(a)Development of the training modules and materials(b)Agenda for the training(c)Methodology of the training(d)Conduct and supervise the training

OBJECTIVES OF THE CONSULTANCY (PURPOSE OF THE ASSIGNMENT):

To convene a quality training to the district vaccination supervisors to equip them with;

Knowledge and skill set required for implementing and maintaining a quality immunization program
The expertise to microplan for the routine immunization at the district level.
The skills to be able to facilitate cascade training of the health facility supervisors nationwide.
The capacity to monitor and supervise the immunization program in their respective areas.
It is expected that through this consultancy the supervisors will be able to achieve and maintain a quality immunization program with particular focus on routine immunization microplanning in the country.

MAIN RESPONSIBILITIES AND TASKS

Phase-I; Remote support:

Development and finalization of the training materials and the agenda (microplanning templates, development of maps exercises and group work).
Computer based Microplanning and mapping template
Discuss and finalize the arrangements for the training.
Phase-II; Onsite support:

Conduction of the training-methodology includes;
Presentations
Group work,
Mapping and calculation
Interactive sessions
Proposed Payment Schedule

1st payment upon the submission of Training materials 40%, 2nd payment upon the completion of the training and submission of the final training report 60%.

QUALIFICATION REQUIREMENTS

Education:

Bachelor`s Degree in biological scenes, public health, supply management or similar field.

Work experience:

At least 8 years of experience in public health including immunization planning
Experience as a trainer for routine immunization microplanning and mapping
Experience with EPI management
Experience interfacing with national ministries of health an advantage
Technical knowledge/ competencies:Familiarity with WHO-recommended vaccine management and microplanning practicesSpecialization in vaccine management an advantageComputer based Microplanning and mapping skillsProficiency in the use of the Microsoft Office applications including Excel, Word and PowerPoint

Language:

Fluent in Arabic.
Excellent Oral and written proficiency in English is required.
