Expression of Interest (EOI) are invited for Mastery of Work and Accompanying Actions to Improve Sanitation Component in Public Hospitals in Niamey.
REPUBLIC OF NIGER MINISTRY OF WATER AND SANITATION SANITATION DIRECTORATE GENERAL CALL FOR EXPRESSIONS OF INTEREST INTERNATIONAL CONSULTANCY SERVICES Project Hydraulic and Sanitation in Niamey. The Government of the Republic of Niger has received financial support from the French Development Agency for the hydraulic and sanitation project in Niamey, and intends to use part of the amount of such financial support to perform payments under the following contract: Master of work and accompanying actions component "Improving sanitation in public hospitals of Niamey" of "consolidation" component of this project. The Consultant main task will be to support the Ministry of Water and Sanitation for the implementation of this component. The services requested for consultants will include: • The summary preliminary project studies and detailed for the collection and treatment of waste water and the treatment of hospital solid waste of the four major public hospitals in Niamey; • Cost estimates of capital and operating for the treatment of wastewater and solid hospital waste; • The study and costing of rehabilitation of the drinking water network of hospitals to reduce losses; • The preparation of contract documents, the tender documents for equipment and the work to be performed; • Support to the Ministry of Water and Sanitation in the procurement; • The control and monitoring of works; • Project accompaniment of Shares (definition of operating and maintenance procedures to be put in place to ensure the sustainability of installations, management of sewage sludge ...). The Ministry of Water and Sanitation invites consultants to indicate their interest in providing the services described above. The eligibility criteria for an AFD financing are specified in Article 1.3 of the "Guidelines for Procurement of contracts financed by AFD in foreign states" document available on the AFD's website (www .afd.fr). Interested applicants must provide information indicating that they are qualified and experienced to perform this task; as such they warrant that they have recent references to similar benefits in the mission. Applicants may associate to enhance their qualifications. However, applicants (including partners in combination) may submit only one proposal, for themselves or in combination. If a candidate (including the partner of an association) submits or participates in several proposals, they will be eliminated. However, this does not exclude the participation of the same subcontractor, including individual experts, to more than one proposal when circumstances justify and if permitted in the Data of Appeal Backgrounder Offers. The similarity of experiences will be analyzed according to: - the size of contracts, - the nature of the service (basic and detailed design, support for procurement, site supervision, institutional analysis), - technical (sanitation wastewater, in particular hospitals, treatment of solid hospital waste). - Geographical context (in the region and in Niger) The Client will also examine the relevance of expressions of interest with regard to the following information: - Skills and internal availability for technical support to experts located in the country - Correspondents / local partners, - quality assurance procedures and certification of the consultant (ISO 9001 or equivalent). The Ministry of Water and Sanitation will draw up a shortlist of up to six candidates shortlisted on the basis of the applications received, which it will send the RFP Kit for achieving the required services.
