Expression of Interest are invited for Masterpiece for the Planning of Offices of the Regional Directorate Central Africa of the African Development Bank in Yaounde, Cameroon.

1. The African Development Bank (ADB) hereby invites eligible Design Offices and Study Group Groups to express their interest in the following mission :

MASTERPIECE FOR THE PLANNING OF OFFICES OF THE REGIONAL DIRECTORATE CENTRAL AFRICA OF THE AFRICAN DEVELOPMENT BANK IN YAOUNDE, CAMEROON

2. The consultant will be responsible for conducting architectural and technical studies for the development of the offices of the Bank's Central Africa regional office according to the institution's standards which will be specified in the specifications at the final consultation. This mission is divided into the following stages:

(i) Prepare architectural and technical plans in accordance with the program established by the Bank's services;

(ii) Develop detailed technical files and estimates for invitations to tender;

(iii) Assist the Bank in the evaluation of tenders and negotiations of works contracts;

(iv) Ensure the follow-up, coordination and control of all works including the installation of specific technical equipment and furniture;

(v) Proceed and assist the Bank at the reception (provisional and final) of the works;

(vi) Assist the Bank during the guarantee period of completion in the follow-up of the repairs of malfunctions noted during the exploitation;

3. The Operations and Maintenance Division of the Department of General Services and Procurement invites the Design Offices to submit their applications to provide the services described above. The Design Offices or groups of interested Design Offices must produce information on their capacity and experience demonstrating that they are qualified for the services (documentation, reference of similar services, experience in comparable assignments, availability of qualified staff, etc.). Firms must fulfill the following minimum conditions:

(i) To be incorporated and to be registered as a corporation in accordance with a member country of the Bank;

(ii) Have as main activity: architectural and technical studies; coordinating and monitoring the execution of the work and having at least five (5) years of experience in the field;

(iii) Justify at least two (2) mission or service contracts of the same nature and scope as the above mission during the last five years (2013-2017) ;

(iv) Possess (and prove it by means of CVs) a sufficiently qualified staff to perform the technical duties required for the assignment. The Consultant team should be composed of architects, engineers specialized in civil engineering, electromechanics, climate or energy engineering, fire safety.

4. The eligibility criteria, the shortlist and the selection procedure shall be in accordance with the Bank's Rules and Procedures for the Recruitment of Institutional Consultants. It should be noted that the interest shown by a Design Office does not imply any obligation on the part of the Bank to include it on the shortlist.

5. The duration of the benefits including all phases is estimated at twenty-two (22) months, with a start of the mission as of September 2018.
