Expression of Interest are invited for Market Assessment to Support the Development of A Vaccine Manufacturing Facility in Rwanda.

IFC is working alongside the Rwanda Development Board, and other technical partners and development finance institutions to develop a vaccine manufacturing facility in Rwanda, with fill and finish capabilities for manufacturing anti-malaria, tuberculosis, COVID-19 mRNA and other widely used vaccines with operations starting with a commercial COVID-19 mRNA vaccine by December 2022 - the Project. Given this context, IFC seeks to engage a Vaccine and Pharmaceutical Specialist Firm the Consultant to support its Upstream project development and investment efforts required to develop the Rwanda vaccine manufacturing initiative.

1. Conducting a market-level diagnostic study to identify the following:
(i) The necessary interventions that must be in place to ensure Rwandas regulatory and manufacturing environment for vaccines and related pharma-products is of an export standard (minimum cGMP 3 level or WHO prequalification);
(ii) Potential pathways, resources and partnerships that must be in place to develop Rwandas capabilities for vaccine manufacturing and other related critical supporting ecosystems are developed to the required standards per above;
(iii) Constraints or value-chain limitations that currently inhibit any of the above from being achieved in Rwanda, as necessary.
2. Co-designing an appropriate strategy to help Rwanda develop the required vaccine manufacturing competencies for execution and prioritize project roll-out activities accordingly after comparing different strategies and selecting the best and the most feasible one.
3. Proposing commercially viable structures that can be developed to: (i) house the vaccine manufacturing project, (ii) to facilitate technology transfer and build other technology/strategic partnerships, and (iii) mobilize financing/investing in the Project.
4. Identifying the support necessary to improve the vaccine operating environment through focused coordination of country-level and/or regional policy and regulatory interventions, including measures required to secure off-take of final vaccine products.
5. Prepare high-level timeline from now to the start date of launch of fill and finish operations.
6. Estimate the budget ant the total investment cost for the project
