Strengthening the Technical Capacity of the Executing Agency of the Preparatory Activities for the Construction Project of the Buba Deep-Sea Mineral and Commercial Port and its Concessioning

1.1 Located in West Africa, Guinea-Bissau has abundant natural resources which should allow it to experience a real economic and social boom. But due to the constraints to development of African island states that are mainly related to the small size of their territory and the inadequacy of their basic infrastructure, the country is still unable to achieve growth.

1.2 To remedy this situation, the Government of Guinea-Bissau has decided to build a deep-sea mineral and commercial port on the right bank of the Rio between the Sibija and Manteco rivers, some 12 km downstream from Buba, to allow in the country to export competitively its countless products for export (bauxite, phosphates and other mining products).

1.3 Also, the Government of Guinea-Bissau solicited and obtained a grant from the AfDB, through the

Facility for the Preparation of Infrastructure Projects of the New Partnership for Africa`s Development (IPPF-NEPAD), for the financing of the expenses related to the preparatory activities for the construction project of the Buba Deep Water Port. These activities are organized around six main components: (a) Technical Studies and PPP Structuring; (b) Project management; (c) Capacity building; (d) Marketing and Commercialization of the project; (e) Donor Round Table, and (f) Audit.

1.4 The Buba deepwater port construction project is part of the African Union Development Bank (AfDB) Compact Lusophone Program, with the support of the Governments of Portugal and Brazil, to accelerate economic development Portuguese-speaking countries in Africa. It is an integral part of the strategy for the development of mining resources and the opening up of the internal regions of Guinea-Bissau. In addition, it is aligned with the Priority Action Plan of the Program for Infrastructure Development in Africa (PAP-PIDA) under the T.16 program for the development of port and rail hubs in West Africa.

1.5 The implementation of this project will contribute to promoting regional integration. In particular, it aims at the following specific objectives :

i. Export at a competitive cost Guinea-Bissau bauxite and other products of the country;

ii. Expand the Guinea-Bissau market and integrate it with the markets of neighboring countries (Senegal, Guinea-Conakry, Mali) ;

iii. To open up the inland areas of Guinea-Bissau that do not have direct access to a seafront;

iv. Reduce freight transportation costs and generate economies of scale

v. Accelerate economic integration within ECOWAS;

vi. Stimulate productivity and improve the competitiveness of Guinea-Bissau`s economy ; and

vii. Attract more private investment in the country.

1.6 The planned studies include the following:

(a) Technical investigations to confirm the viability of the Buba port site;

b) Pre-feasibility study of the project;

c) A study of Draft Summary (APS) for the construction of the deep water port of Buba and its connection to transport networks;

(d) a detailed estimate of the costs of the proposed works;

e) An Environmental and Social Impact Assessment (ESIA), including the proposal of an adequate Plan for managing the impact;

f) Financial structuring for the physical realization and operation of the proposed port platform.

1.7 To carry out these studies, the Executing Agency of the above-mentioned preparatory activities, namely the Ministry of Natural Resources and Energy of Guinea-Bissau, needs the technical support of an individual Consultant - Maritime Expert and an individual Consultant - Railway Specialist. The present terms of reference define the mission of the Maritime Expert.

2. PURPOSE OF THE MARITIME EXPERT`S MISSION

Individual Consultant - The Marine Expert will support the Executing Agency in the conduct and supervision of the technical and financial structuring studies referred to above, in collaboration with the Railway Specialist.

To this end, the Individual Consultant - Maritime Expert will assist the Coordination Unit and the Joint Technical Committee (CTM) of the project to supervise the studies that will be conducted by the Design Firms selected as part of the present preparatory activities. This assistance should enable the Executing Agency to obtain quality studies carried out within the contractual deadlines.

3. DESCRIPTION OF THE CONSULTANT`S TASKS

Without being limiting, the Consultant will have to perform the following tasks :

i. Acting as Maritime Affairs Officer (works, navigation, etc.) within the Project Executing Agency;

ii. Review the study reports in the areas of its competence to ensure the quality in accordance with the rules of art and make comments to be taken into account by the consulting firms and other service providers, then make recommendations as to the acceptability and / or improvement of those reports;

iii. Assist the Project Coordination Unit in carrying out procurement activities, including the preparation of publicity notices (Notice of Expression of Interest - MAI, Call for Applications or Provision of Goods / Services), Terms of Reference ( TOR) and Requests for Proposals (RFPs) as well as the review and evaluation of Proposals or Offerings of Services, the preparation of Evaluation Reports and Notes required for the monitoring of procurement activities, the selection of contractors services for the award of contracts and the development and subsequent negotiation of related service contracts.

iv. Provide advice to the Coordinating Unit and the Joint Technical Committee (JTC) of the project on the technical options to be chosen while highlighting the related implications in terms of socio-economic costs and impact

v. Ensure the execution of Service Delivery Agreements on a contractual basis and support the Project Coordination Unit and MTC during key periods of implementation of the planned activities.

vi. Contribute actively to the organization and animation of feedback and validation workshops, project marketing and the Technical and Financial Partners Round Table.

vii. Produce regular reports to the Coordinator of the Project Coordination Unit on the status of activities while highlighting whether deadlines, costs and disbursements are met or not

viii. Perform any other tasks that may be assigned by the Project Coordination Unit.

6. CONSULTANT`S QUALIFICATIONS

The consultant should have the following profile:

? Hold at least a degree in Civil Engineering or Public Works (Bac + 5); and have proven experience in the development and construction of major marine infrastructures;

? Have at least ten (10) years of experience in civil engineering and / or marine infrastructure, and at least three similar studies in African countries, including two in sub-Saharan Africa;

? Have relevant experience in managing and / or monitoring studies of maritime and multimodal transport infrastructure projects.

? Have a good knowledge and proven experience of the procurement procedures of the African Development Bank, the World Bank or any other international institution financing infrastructure projects;

? Ability to work under pressure, travel frequently, pay attention to detail and work in a team; have excellent interpersonal skills and self-confidence;

? Have a good knowledge of the area of ??the Economic Community of West African States (ECOWAS);

? Have excellent written and oral communication in French and Portuguese which are the main working languages ??of Guinea-Bissau. A working knowledge of English would be an advantage;

? Have proven expertise in using common Microsoft software such as: Word, Excel, Access, Powerpoint, Microsoft Project.

7. PLACE AND DURATION OF CONSULTATION

The Contract will take effect on the date of its signature by the Contracting Authority and will be established for an initial period of 12 months with the possibility of extension. The probable start of the mission is set at 1 st November 2019 .

The activities will take place in the Republic of Guinea-Bissau, specifically in the Bissau and Buba regions.
