Tenders are invited for Manufacture, Assembly and on-Site Installation of the Furniture Use of Arrest and Correction of Guiglo of the Korhogo Court of Appeal, the Daloa Court of Appeal, the Bingerville Court of First Instance, of the National Institute of Judicial Training (INFJ) of Yamoussoukro, of the Continuing Training Center of the Abidjan INFJ and the House of Arrest and Correction of Guiglo

1. The Ministry of Justice and Human Rights of the Republic of Côte d`Ivoire has obtained funds under the Debt Reduction and Development Contract (C2D) between France and Côte d`Ivoire, so that to finance the Project to Strengthen the Judiciary and Penitentiary System and the Protection of Human Rights (Assignment Agreements N ° CCI 1380 01F and N ° CCI 1540 01D), and to use part of these funds to make payments under the Contract for the manufacture, assembly and on-site installation of the furniture of the Korhogo Court of Appeal, the Daloa Court of Appeal, the Bingerville Court of Appeal, the National Institute of Judicial Training (INFJ) of Yamoussoukro, of the Abidjan INFJ Continuing Education Center and the Guiglo Detention and Correction House (AOI N ° T826 / 2019)
2. The Ministry of Justice and Human Rights of the Republic of Côte d`Ivoire solicits closed bids from Eligible Candidates who meet the qualifications required for the manufacture, assembly and installation on furniture site according to the following allotment:
Lot 1: Furniture of the Court of Appeal of Korhogo and the Court of Appeal of Daloa
Lot 2: Furniture of the Court of First Instance of Bingerville, of the National Institute of Judicial Training (INFJ) of Yamoussoukro, the Abidjan INFJ Continuing Education Center and the Guiglo Detention and Correction House.
3. Variants may be taken into consideration.
4. This call for tenders concerns the manufacture, assembly and on-site installation of mainly office furniture, chairs, chairs, meeting tables, cabinets, student tables and chairs, storage locker, beds for student rooms, canteen tables and chairs.
5. The award of the contract shall be conducted by open invitation to tender, as defined in Article 56 of the Public Procurement Code, and open to all eligible Applicants.

7. The contract resulting from this call for tenders is for a single price.
8. The Offer must include a Bid Security, in accordance with the template provided in the Annex (Bid Guarantee) issued by a bank, a financial institution or a third party authorized by the Minister for the Economy and Finance in Côte d ` Ivory, of the amount defined as follows:

Lot 1:
Eight million four hundred thousand (8, 400, 000) CFA, or twelve thousand eight hundred and five Euros and seventy-two cents (12, 805.72).

Lot 2:
Thirty-six million (36, 000, 000) FCFA, ie fifty-four thousand eight hundred and eighty-one Euros and sixty-five cents (54, 881.65).

Failure or non-compliance of the Bid Security will result in the Bid being rejected.
In the case of a bid guarantee produced by an organization located outside Côte d `Ivoire, it must have a correspondent in Côte d`Ivoire to enable the Submission Guarantee to be exercised in Côte d`Ivoire, where applicable.
9. Candidates will remain bound by their Offer for a period of 120 days from the deadline for submission of tenders, otherwise rejection.
10. The qualification requirements are (see the BDS for detailed information, in particular Section II IC 5 and IC 11 and Section III):
- The letter of submission of the stamped offer duly completed, dated and signed otherwise rejection;

- The detailed schedule of execution of the supplies, including the period of manufacture, transport, delivery and installation on the sites;
- the Authorization of the Manufacturers, written, dated and signed, if not rejection;
- the certificate of site visit signed by the representative of the client of the lot or lots where the Bidder is bidding;
- The ISO 9001 and ISO 14001 certifications of the manufacturer (s), otherwise rejected;
- The catalog with the color images of the proposed supplies, otherwise rejection;
- The detailed description of each proposed furniture, otherwise rejection;
- the notices or data sheets of the proposed supplies;
- The guarantees of the proposed supplies;
- The methodology, the logistics work plan that will be implemented to transport the assembly and installation of furniture on each site according to the time of execution of supplies by batch;
- The description of the application methodology of the after-sales service;
- The references, if any, of the local partner who will be in charge of the customs clearance, assembly and installation transport operations on the site as well as the maintenance of the furniture for twelve (12) months;
- A bank credit line of an amount defined as follows:
Lot 1: Four hundred and ninety million (490, 000, 000) CFA Francs, ie Seven hundred and forty-seven thousand (747, 000) Euros

Lot 2: Two billion one hundred million (2, 100, 000, 000) CFA francs, ie three million two hundred and one thousand Euros and thirty-six cents (3, 201, 429.36)

- Documents proving that the Respondent is qualified to perform the Contract in financial and technical terms according to the criteria detailed in section II IC 5 and section III-2 of the BDS;
Lot 1: Furniture of the Court of Appeal of Daloa and the Court of Appeal of Korhogo
(i) that the Applicant has the financial capacity:
ü To have financial balance sheets certified by an accounting firm registered in the Table of an Order of Chartered Accountants, or equivalent in the country of the Applicant, if not required by the regulations of the Candidate`s country, other financial statements acceptable to the Contracting Authority, for the last five (5) years (since January 1, 2014) demonstrating the current strength of the Applicant`s financial position and its long-term profitability.
ü To have realized in the last five years (2014 to 2018 or 2015 to 2019) an average annual turnover of all commercial activities, of a minimum amount of one billion four hundred million (1 400 000 000) of FCFA is two million one hundred thirty-four thousand two hundred and eighty-six Euros and twenty-four cents (2, 134, 286.24)
ü Have a bank credit line of four hundred and ninety million ( 490, 000, 000) of FCFA, or seven hundred and forty-seven thousand (747, 000) Euros.

(ii) the Applicant has the technical capacity:
ü To have completed as a general contractor, during the last five (5) years (2014 to 2018 or 2015 to 2019), at least two (2) contracts for the manufacture, assembly and installation of large office furniture and of a similar complexity, each of a minimum amount of five hundred and sixty million (560, 000, 000) CFA including tax, ie Eight hundred and fifty-three thousand Euros and fifty cents (853, 714.50).

The Applicant must provide for this purpose the certificates of good execution (ABE - see template attached to the DAO) or minutes of provisional or final acceptance issued by the contracting authority or project manager (including the amount)
The minutes of provisional or final acceptance must be accompanied by the pages of contract guard and contract signature pages executed during this period (2014 to 2018 or 2015 to 2019).
If the Applicant does not have performance certificates for the year 2019, the number of years to be taken into account is from 2014 to 2018.
ü The turnaround time is five (5) months. Any Offer with a longer deadline will be rejected.
ü The Applicant must provide evidence that he will have the necessary means, either directly or through a representative established in Côte d`Ivoire for the logistics for transport and installation of the furniture on each site.
