Expression of Interest are invited for Managing Rice Milling Operations.
Founded in 2013 by a group of Women Farmers, the Gbehlay-Geh Rural Women Farmers’
Cooperative (GGRWFC) is an aggregation, processing and marketing group located in
Karnplay, Nimba County. GGRWFC engages in rice and cassava production and processing
as well as poultry and pig production. With an extensive rice out-grower scheme targeting
Karnplay and neighboring towns and villages, GGRWFC has organized itself into nineteen
(19) sub-groups and cultivates approximately twenty-five (25) hectares of developed farmland
for rice production.
Through the USAID-CNFA/LADA Co-Investment Fund (CIF) Grant program, GGRWFC has
received a 1 metric ton per hour Multi-pass rice milling equipment with a maximum productive
capacity of 16 metric tons per day. The milling equipment, which was commissioned on June
1, 2018, contains a de-stoner, polisher and fine sieve to separate broken grains from whole
grains.
GGRWFC has been processing and selling milled rice to the local market, the World Food
Program (WFP), Mary’s Meal and the Government of Liberia since 2014. The cooperative has
built strong relationships with financing institutions including LEAD (Micro Finance
Institution) and Afriland First Bank (Commercial Bank).
In order to maximize the processing capacity of the newly acquired rice milling equipment,
GGRWFC is focusing efforts on increasing farm level productivity and is therefore seeking an
external management firm to operate the milling enterprise at full scale under a Management
Contract Arrangement.
Scope of the Management Contract
As part of efforts to maximize the processing capacity of the newly acquired rice milling
equipment, GGRWFC is seeking a Management Contractor/Entrepreneur for the purpose of
infusing new capital investments, bringing professional experience and specialized business
management skills in order to sustain the growth and profitability of the rice milling enterprise.
In specific terms, the Management Contractor/Entrepreneur will be requested to manage and
maintain the rice mill for 5-8 years and absorb all operational and administrative costs
associated with running the processing center. The Management Contractor/Entrepreneur will
be requested to retain some key members of GGRWFC who have been involved with running
the facility. The Management Contractor/Entrepreneur will purchase paddy from GGRWFC
Farmers in order to strengthen their financial position to increase farm level productivity and
develop additional fields for paddy production.
Profits will be shared based on the level of investment made by the Management
Contractor/Entrepreneur and GGRWFC. Branding of products from the milling operations
will be jointly determined by both parties.
