The Elizabeth Glaser Pediatric AIDS Foundation, a non-profit organization, is the world leader in the fight to eliminate pediatric AIDS. BACKGROUND
The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) seeks to end pediatric HIV/AIDS through research, advocacy, and prevention and treatment programs. We are a global leader in the fight against pediatric HIV and AIDS, working in 15 countries and at 7, 000 sites around the world to prevent the transmission of HIV to children, and to help those already HIV infected.

Currently EGPAF is implementing a USAID RHITES Project in 16 districts in South Western region .The USAID Regional Health Integration To Enhance Services in South West Uganda is a five-year cooperative agreement initiated on November, 15 2015 to provide comprehensive TB and HIV/AIDS, family planning (FP), malaria, nutrition, and maternal, neonatal, and child health (MNCH) services in 16 districts in the south-western region of Uganda. The 16 districts covered by the agreement include: Ntungamo, Kiruhura, Kisoro, Rukungiri, Bushenyi, Sheema, Mitooma, Buhweju, Rubirizi, Kanungu, Isingiro, Ibanda, Kabale, Rubanda, Rukiga and Mbarara.

Project Objectives
The project aims to increase utilization of health services by:
1. Increasing availability of and accessibility to health services;
2. Improving quality of health services;
3. Increasing availability of resources for public sector health services;
4. Improving organization and management of service delivery; and
5. Increasing adoption of healthy behaviors and positive child development practices by communities in focus areas and target population group


One of the result areas for this project is to “improve access to and utilization of quality and integrated health products and services” The project also seeks to increase adoption of healthy behaviors.
The project has been managing a social media platform and in the last six months over 30, 000 individuals have been active on the social media platforms.

It is against this background that EGPAF is seeking the services of an organization or individual consultants with competencies and experience in management of social media services in the context of health that will be promoting the above strategic objective through social media services covering the target audiences in the 16 districts in South Western.
A. Scope of Work
The selected Agency will be responsible for working directly with Elizabeth Glazer Pediatric Foundation (EGPAF) and other partners in providing Social Media services for the different campaigns.
Under this scope of work, the identified agency/organization will deliver the following services:
? Manage the USAID SW social media platforms (Face book, twitter and whatsapp) to promote healthy life styles and health seeking behaviours.
? Design and implement strategies that enhance reach and interaction across all USAID RHITES-SW social media platforms majorly Facebook, Twitter and WhatsApp.
? Post new content on daily basis that provide health information for the target audience and promote risk reduction behaviors.
B. Deliverables
Based on the scope of work, the deliverables will be;
1. Inception time-scaled plan of how the Contractor/Organization will go about the task including a financial proposal for production works.
2. Evidence on daily posting on health related issues.
3. Social Media Strategy
4. Monthly and quarterly reports on the social media activities.

Terms of Reference for EGPAF/USAID RHITES SW

• Provide guidance on the priority areas for social media services.
• Support the partnership with local institutions involved in social media
• Review the submitted reports and provide appropriate feedback.

MINIMUM REQUIREMENTS:

A minimum of 5 years’ experience in the provision social media services to a local or international organization. Evidence of availability of technical social media team that has served for at least two years with the organization. A clear understanding of management of social media

FOUNDATION RESPONSIBILITIES:

The Foundation will offer necessary support to enable the contractor complete the required works.

Monitoring and Evaluation

USAID SW will be responsible for supervising the work of the service providers. Activity, monthly and quarterly reports will be provided using agreed reporting tools.


KEY CONTRACT TERMS:

The anticipated contract type is firm fixed price. Unless stated otherwise in the statement of the work, the Contractor is responsible for providing equipment and/or supplies required to perform the services.

Funding mechanism:
• We will use the Indefinite Quantity Contract (IQC) where a sealing amount is included in the contract
• We assume the budget provided is for 6 months
• Divide the targets to arrive at monthly targets and monthly costs
• We shall issue monthly task orders which are tracked from the IQC. The contractor will provide accountabilities after exhausting amounts per each task order
• The ADO will work closely with the Risk Manager to audit expenditure and deliverables for each completed task order before a new task order is issued.

All Materials will be owned exclusively by the Foundation. Contractor will not use or allow the use of the Materials for any purpose other than Contractor’s performance of the Contract without the prior written consent of the Foundation.

All deliverables provided to the Foundation must be furnished for the use of the Foundation without royalty or any additional fees.

At the conclusion of the selection process, EGPAF and the contractor that offers EGPAF the best value proposal may enter into negotiations in an attempt to conclude a contract for the assignment.

SELECTION /EVALUATION CRITERIA:

The Foundation will accept proposals that presents the best value. All proposals will be evaluated against the following Evaluation Criteria. Each proposal must contain the items listed in the Submission Requirements column in the following chart. Please submit your Submission Requirements in the order that they appear below.

All applicants are required to be registered and authorized to perform the scope of work in the place of performance. A copy of Certificate of Incorporation, Trading License and Income Tax clearance certificate should be submitted with each proposal.
